Pay Range: $108,018.36-$147,698.52 AnnualWater System Manager

Position Purpose
Responsible for managing, planning, organizing, coordinating, directing, and supervising the work of the water distribution system and components of the raw water system of the utilities department.
Essential Job Functions
Responsible for the successful management of the Water Operations Division, which includes construction, maintenance, control systems and operations of the City’s water distribution system and other piped utilities. Operation of certain components of the raw water system are also in the purview of this position.
Serves as Operator in Responsible Charge of the City’s distribution system in accordance with CDPHE regulations.
Ensures the City’s distribution system maintains compliance with all state and federal regulations.
Develops, recommends, and initiates short and long term strategic operating plans and programs for the Water Operations Division.
Makes recommendations for staffing, budget allocation and performance measures for the division to the Director of Utilities.
Establishes and documents policies and standard operating procedures to streamline business processes and increase efficiency and performance for the Water Operations Division. Develops and maintains a system of Standard Operating Procedures.
Plans and directs emergency operations and management of system failures.
Coordinates system infrastructure project bidding and construction contract administration with engineering division.
Manages infrastructure replacement, including prioritizing critical needs.
Provides guidance and control over the division’s day-to-day activities.
Delegates to utility supervisors the authority, responsibility, and accountability needed to successfully complete assigned projects.
Establishes effective and positive working relationships with the division’s personnel, city departments, citizens, and other governmental agencies.
Responsible for managing contracts, requests for proposals, bids, and pre qualifications to support the Division activities.
Develops water operations division operating budget, oversees expenditures from those funds.
Provides input to the capital improvement program budget for system improvements.
Oversees day-to day leadership activities, including effectively communicate vision and priorities, makes decisions and problem solves, delegates work, manages performance, hires, manage resources, develops others, and maintains a team culture to produce strong performance and positive employee and community member experiences.
Travels to and attends team and organizational meetings, training, events and activities and appropriately and professionally represents the department.
Other Job Functions
May act on behalf of, and assume the duties of, the director of utilities in the absence of the director, and represent the director at meetings and other official functions when so directed.
Supports review of development projects.
Participates in interdisciplinary management level teams and projects at the work system and city levels.

Develops and/or participates in the development of staff work plans, measures and tracks progress towards goals, prepares and conducts timely and constructive performance appraisals.
Makes decisions or recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions as necessary.
Coaches, counsels and supports staff to maximize efficiency and effectiveness. Consistently educates and advises staff on organizational rules, regulations, policies and procedures. Supports creative thinking and problem solving and encourages participatory decision making when appropriate.

Knowledge Skills and Abilities
Expert knowledge of principles and practices of water transmission and distribution maintenance programs, practices, procedures, planning, and administration.
Expert knowledge of water quality regulations applicable to public water systems.
Solid experience in preparing and negotiating contractor and vendor contracts.
Ability to exercise sound initiative and judgment as well as make decisions within the scope of assigned authority.
Ability to prioritize multiple and changing work requests while meeting the many needs of the customers / users.
Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
Must be able to operate a motor vehicle.
Knowledge Skills Abilities Preferred
License & Certification
State of Colorado Water Distribution Class IV certification OR ability to obtain within six-months.
A valid Colorado driver’s license and acceptable driving record is required.

Five (5) years’ experience in a related field with two (2) years’ experience in a leadership or supervisory capacity.
