About the Opportunity
An employee in this class gives legal counsel and advice to the City Manager, City departments and City boards and commissions. Work involves preparing and reviewing legal documents for the City and potentially representing the City in state and federal trial and appellate court as well as administrative proceedings. Employee must exercise independent judgment, discretion, and initiative in completing assignments. Employee must also exercise tact and courtesy in frequent contact with taxpayers, attorneys and the general public. Employee may perform duties and functions of the Deputy City Attorney or City Attorney in their absence. Work is performed under general supervision of the City Attorney and is evaluated through observation, conferences and review of work performed.
What you'll be doing :
- Provides complex professional work in rendering legal services for the City.
- Answers legal inquiries from City officials and staff and advises City departments concerning respective duties, powers, functions and obligations.
- Prepares and supplies legal opinions as requested by City officials and staff on complex municipal matters and prepares a variety of legal documents.
- Reviews actions proposed by the City for compliance with state and federal laws.
- Prepares ordinances for approval of City Council and reviews staff reports and resolutions for the City.
- Reviews a variety of contracts for various departments to ensure compliance with State procurement statutes, City policies and City Council approved resolutions.
- May Participate in and conduct litigation affecting the City, including suits by or against the City, suits affecting the City in its authority under various code provisions and proceedings before judicial and quasi-judicial bodies.
- Attends meetings of various City boards and commissions and provides legal advice to Boards and Commissions, as assigned.
- Maintains current knowledge of changes in state and federal legislation and case law as it applies to cities.

Typical hours are Monday through Friday 8 : 30 am - 5 : 00 pm. Potential evenings and weekends on rare occasions.

Do you possess a Juris Doctorate, with three (3) to five (5) years of municipal or related law experience?
Do you have experience in litigation and zoning, land use and code enforcement issues? (preferred)
Do you possess a license to practice law in the State of North Carolina; membership in good standing with the North Carolina Bar?
