ABOUT THE DEPARTMENT
The is responsible for the operation, maintenance, repair, and construction of City-owned infrastructure and facilities and provides cost-effective, sustainable solutions for the long-term performance and delivery of these services. Public Works personnel maintain and improve streets and sidewalks, drainage and flood control, parks and recreation facilities, building spaces and grounds, wastewater collection and treatment, and manage capital improvement projects, programs, and public transit (Atascadero Dial-A-Ride).

GENERAL PURPOSE
Under general direction, performs a wide variety of complex administrative and engineering work in the planning, design, construction, and management of projects and programs related to public works and private development, including development review, stormwater management, capital improvements, pavement management, right-of-way encroachments, traffic engineering, and asset management. This position may be assigned to perform work in one or more project or program areas and may serve as Development Review / Stormwater Manager or Capital Project Manager in the Public Works Department.
CLASS CHARACTERISTICS
The Associate (Civil) Engineer position is the advanced journey level class in the professional Engineering series. This position requires the use of judgement and initiative in developing solutions to problems, determining work assignments, and interpreting City and department policies, procedures, and standards. The Associate Civil Engineer title is reserved for licensed professional engineers while the Associate Engineer title is for non-licensed employees in this position.
SUPERVISION
Works under the Public Works Director / City Engineer and receives general direction and supervision from the Deputy Public Works Director / Engineering and Utilities Manager. Responsibilities may include direct or indirect supervision of lower level professional, technical, and clerical personnel as assigned.

General :
- Supervises and participates in the review of plans, maps, calculations, reports, and studies submitted by private consultants and developers for conformity with laws, ordinances, City requirements, and accepted professional standards with the goal of protecting the health, safety, and welfare of the community.
- Provides administrative and engineering assistance to developers, consultants, contractors, City staff, other agencies, and the public to resolve complaints and problems and ensure successful project completion and program outcomes.
- Responsible for managing and participating in work activities of assigned projects and programs including work progress, deadlines, budget constraints, and regulatory compliance.
- Reviews encroachment permit applications and submittals, including construction plans, traffic control plans, work schedules, and insurance and bonding requirements. Determines permit fees and coordinates with public utility company representatives, property owners, and contractors.
- Investigates and responds to various issues and public concerns with drainage, traffic, pavements, sidewalks, stormwater, construction, right-of-way, wastewater, and other public facilities. Collects data, develops recommendations, prepares correspondence, and meets with appropriate parties.

VACATION : 10 days per year, gradually increasing to 24 after 20 years completed.
HOLIDAYS : 11 days per year, plus one floating holiday.
