ABOUT THE DEPARTMENT
The is responsible for the operation, maintenance, repair, and construction of City-owned infrastructure and facilities and provides cost-effective, sustainable solutions for the long-term performance and delivery of these services. Public Works personnel maintain and improve streets and sidewalks, drainage and flood control, parks and recreation facilities, building spaces and grounds, wastewater collection and treatment, and manage capital improvement projects, programs, and public transit (Atascadero Dial-A-Ride).
The Administration and Engineering division develops plans, programs and policies to lead and support the operating divisions and capital projects. Administration responsibilities include personnel support, budgeting, policies and procedures, public communication, sanitary sewer billing, department standards, contract management, records management, wastewater billing and regulatory reporting. The division also represents the City on local and regional issues with other public agencies, local organizations and commissions, and promotes professional and organizational development throughout the department.

GENERAL PURPOSE
Under limited supervision, performs a wide variety of complex administrative and engineering work with an emphasis on management of the City's stormwater program, development review, and other public works projects and programs as assigned. This position provides technical support to the Director of Public Works / City Engineer including coordinating work responsibilities with other City departments, private developers, other public agencies, and regional technical groups.
CLASS CHARACTERISTICS
The Associate Civil Engineer position is an intermediate level in the professional engineer series. This position exercises independent judgement with limited oversight by implementing City policies and procedures as they relate to the Public Works Department. The Associate Civil Engineer title is reserved for licensed professional engineers while the Associate (Civil) Engineer title is for non-licensed employees.
SUPERVISION
Works under general direction from the Director or Deputy Director of Public Works. May provide guidance and supervision of work to other professional, technical, and clerical personnel on matters related to assigned duties.
Examples of Duties
Duties may include, but are not limited to, the following :
Development Review :
Coordinates and participates in the review of development plans, consulting with planning and building staff in the oversight of private development. Reviews and checks public improvement plans, subdivision maps, grading and drainage plans, drainage calculations, traffic reports, including site review for each project. Reviews projects for entitlement approval including the preparation of project conditions. Interprets and enforces City policies and ordinances in the development review and permitting process. Assists with flood plain administration and reviewing applications for FEMA map revisions. Confers with applicants and agency representatives to identify issues and work toward solutions. Completes field reviews for each development project or permit application and inspection of improvements.
Stormwater Management :
Administers the City's Stormwater Management Program, including overseeing and coordinating all requirements of the NPDES MS4 General Permit as defined in the City's approved Guidance Document. Responsibilities include coordinating public education and public participation efforts, developing and implementing City storm water standards and policies as needed, review of storm water control plans, and coordinating with various internal and external stakeholders including the Regional Water Quality Control Board.
Capital Improvement Program :
Participates in the implementation of the Capital Improvement Program, including designing, preparing plans and specifications, construction cost estimates, bid assistance, and construction activities. Coordinates with consultants for City projects contracted out to private consulting firms.
Other Duties and Responsibilities :
Responds to public requests or inquiries both orally and in writing concerning development, stormwater, requirements, Capital Projects, Public Works issues or other related topics. Participates in issuing and monitoring encroachment permits. Organizes and files plans and related documents. Prepares staff reports and recommendations as required by the Director of Public Works for use in City Council, Planning Commission, and other public meetings. Other related duties as apparent or assigned.
Typical Qualifications
MINIMUM QUALIFICATIONS Education and Experience :
- Bachelor's degree from an accredited college or university with major coursework in civil engineering or other applicable course of study; and
- Three years of engineering work experience in planning, design, or management of public infrastructure / facilities or private subdivisions; experience in the areas of stormwater management and subdivision development is highly desirable; or
- Any combination of education and experience that has provided the knowledge, skills and abilities necessary for satisfactory job performance.

VACATION : 10 days per year, gradually increasing to 24 after 20 years completed.
