What are the responsibilities and job description for the Airport Assistant Director - Commercial Property Management position at City of Atlanta, GA?
Commercial Property Management consists of five units; Airline and Cargo Affairs, Commercial Real Estate (non-aero), Contracts Compliance, Facilities Management (aero and non-aero), and Properties (Terminals and Concourses). The Assistant Director will have oversight of the Facilities Management, Commercial Real Estate, and cargo development of Airport-owned properties and oversee projects that create value and enhance the viability of the Airport’s assets with private sector development partners, government, and utility entities. The position reports to the Director of Commercial Property Management.
Essential Duties and Responsibilities:
- Manages the negotiation and preparation of contractual agreements between the City and lessees for Airport properties.
- Directs the preparation of financial statements and reports on the status of Airport properties and maintains database of property inventory.
- Prepare and manage leads and feasibility assessments, asset mapping, conceptual and master planning for real estate development, cargo expansion and land revitalization.
- Coordinate and collaborate with Air Service Development, Planning & Development, Construction and Project Management, Maintenance and Asset Management, as well as Agency Divisions including Procurement, Marketing, Legal and Compliance to develop preliminary development plans for internal and external review and presentation.
- Review financial reports with internal departments and external partners and report value conversation and revenue generation.
- Interface directly with stakeholders, co-development partners and vendors to define project requirements. Prepare scope of work, project delivery resource requirements, cost estimate & budget, critical path schedule & milestones, quality control, and risk identification.
- Prepare and draft correspondence, documents, presentations, and applications, for regulatory review and approval to the FAA and other local, state, and federal agencies.
- Identify, procure, and direct activities of vendors and consultants necessary to support development activities related to the public entitlement, due diligence, feasibility, permits, acquisition, construction, and closing requirements; perform bid analysis, task management, draw request, and contract management.
- Manage the activities of the project implementation team and coordinate activities cross-functionally.
- Closely work with and monitor the Procurement process. Prepare RFQs, RFPs, and other procurement documents.
- Collaborate with stakeholders including community involvement plans, forums, and other important informing activities.
- Monitor and maintain the progress of each project’s critical milestones, and subsequent phasing critical path milestones against goals, objectives, approved budgets, and approved timelines including but not limited to, planning and feasibility, underwriting, preconstruction activities, financial closing, acquisition and/or disposition, and construction through asset management. Reports status and project variances.
- Create action plans to meet objectives, budget, and critical path schedule. Maintain project documentation governance aligned with agency standards. Ensure project data integrity and documentation is accurate, timely, and coordinated.
- Monitor schedules, issues, and risk management plans and monitors serious deviations or variations that may compromise project results and prepares reports/meeting minutes to keep the stakeholders and project resources informed. Assess project performance against the original project plan. Provide recommendations for improvements, change, and viable resolutions.
Knowledge and Skill Requirements:
- Requires high energy level, capable of multi-tasking in all facets of multifaceted projects in conjunction with normal activities, working on problems of complex scope; under general supervision. Must be able to function in an environment of multiple and shifting priorities. Relies on experience and judgment to plan and accomplish assigned tasks and goals; uses a broad range of creativity.
- Requires a functional knowledge of development in/around Airport areas and facilities as well as non-aero Airport properties.
- Must provide team leadership for project activities in a cross-functional environment.
- Requires ability to attend stakeholder meetings on weekdays, some early mornings and evenings, including but not limited to, community meetings, city council meetings, professional associations, conferences, etc.
