General Description And Classification Standards
Advises the Sr. Director of Parking & Ground Transportation and provides extensive knowledge and recommendations on Parking and Ground Transportation Operational Management and Contractor Oversight with a specific focus in Stakeholder Engagement and Permitting. This is a professional position requiring experience in the areas of Business Administration, Customer Service, and Stakeholder Relationship Management.
The Assistant Director implements operating policies and procedures, plans, and manages budgets, directs permitting operations, develops leadership and technical talent, develops and implements capital projects, and monitors and measures performance of the permitting functions of the Department to ensure efficiency and effectiveness.

- Provides strategy and policy recommendations to the Sr. Director and Sr. Leadership regarding Parking & Ground Transportation Permitting and Stakeholder Engagement.
- Acts on behalf of the Sr. Director to manage the day-to-day stakeholder communications, customer experience, and permitting functions of the Department, including trend analysis, revenue generation, and permitting process.
- Makes day-to-day decisions on matters not requiring approval from the Sr. Director where needed or on behalf of the Sr. Director as necessary
- Oversees the Stakeholder Engagement and Permitting team within the Parking & Ground Transportation Division
- Takes responsibility for the effectiveness and efficiency of communications, the customer experience, and permitting, intervening as and when required, to ensure that key objectives are met
- Proper understanding and application of Atlanta City Ordinance, legislative processes, and regulatory policies used to conduct business within the City of Atlanta and/or Department of Aviation.
- Promotes a culture of innovation, service and value
- May perform other duties as assigned.
- Comprehensive knowledge of the modern principles of public administration as they apply to parking and transportation or permitting.
- Proven ability to establish and maintain effective working relationships within and outside the City, with vendors, employees and the general public.
- Ability to build partnerships with stakeholders internally and external to the organization.
- Ability to listen, communicate effectively and speak persuasively with individuals, groups and stakeholders
- Ability to make decisions that are fair and impartial.
- Keen ability to grasp and interpret parking & ground transportation systems and data, reports and apply for trend analysis and revenue optimization.
- Develops and manages annual capital and operation budgets.
- Responsible for oversight of all permitting in ground transportation modes, managing stakeholder relationships and customer experience.
QUALIFICATIONS AND EDUCATION REQUIREMENTS
- Bachelor’s degree in Public Administration, Business/Fiscal Management or related discipline
- 5-7 years of experience at the mid-manager level in management in customer service or permitting.
- 3 years of direct people/teams management experience
- Demonstrated experience building and maintaining key stakeholder relationships.
- Advanced degree preferred
- 2 years of airport management experience
