DIRECTOR OF WORKFORCE DEVELOPMENT

Department: Economic Development

FLSA Status: Exempt

Job Summary

This position is responsible for providing leadership and direction in building workforce pipelines for necessary job sectors, assisting in assessing and recruiting a world class workforce, recommending resources for industry needs, coordinating, and implementing job fairs, recruitment strategies, and develops needs from groups such as the Auburn Training Connection through various workforce partners. This position reports to the Economic Development Director.

Essential Job Functions

  • Evaluates needs and implements academic and training programs through educational providers for the workforce of the industrial base of the City of Auburn.
  • Recruits, screens, and develops customized recruitment and training programs to establish the best workforce for an employer.
  • Writes, submits, implements, and manages grants to support development of workforce training programs and programs developed for the 501 C3 Auburn Training Connection.
  • Develops programs for the HR and training groups under the membership-based Auburn Training Connection (ATC).
  • Connects area high school with educational and employment opportunities.
  • Establishes relationships and works with other state training and workforce agencies to incorporate programs into the hiring plans of local companies.
  • Implements training and program development through the Auburn Manufacturing Training Center (AMTC).
  • Attends and presents at conferences and workshops on trends and activities that improve programs and hiring.
  • Communicates with and coordinates workforce responses and needs for recruitment visits for the Economic Development Department.
  • Develops and implements comprehensive public relations campaigns to assist companies in recruitment and human infrastructure development.
  • Performs other related job duties as assigned.

Qualifications

Education and Experience:

Bachelor’s Degree in Public Administration, Business Administration, or closely related field or equivalent; five (5) years’ experience; or an equivalent combination of education and experience.

Special Qualifications

  • Possession of or ability to readily obtain a valid driver’s license for the type of vehicle or equipment operated. Requirement exists at the time of hire and as a condition of continued employment.

Knowledge, Skills, And Abilities

  • Knowledge of the characteristics and development of high school-aged students.
  • Knowledge of the technical curriculum at all levels.
  • Knowledge of current educational research.
  • Knowledge of the current social, economic, and vocational problems related to Auburn workforce development programs.
  • Knowledge of state and federal laws and regulations governing workforce development activities and programs.
  • Knowledge of trends in technology as they apply to the daily operations of the Advanced Manufacturing Training Center (AMTC) Training Center.
  • Knowledge of the principles, theories, techniques, and trends of public administration, including financial management, labor relations, and related government programs.
  • Knowledge of local government operations, policies and plans, and modern office practices and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
  • Skill in preparing and presenting accurate and reliable reports.
  • Skill in using computers for data entry, word processing, and/or accounting purposes.
  • Skill in the use of small office equipment, including calculators, copy machines or multi-line telephone systems.
  • Skill in effective communication, both orally and in writing.
  • Ability to ascertain the learning styles of students and use varied teaching methods to address the different learning styles.
  • Ability to effectively assess levels of student achievement.
  • Ability to generate change within the work environment through the use of good organizational skills.
  • Ability to meet and deal with employees and the public in an effective and courteous manner.
  • Ability to get along with others, and work effectively with the public and co-workers.
  • Ability to deal with confidential and sensitive matters.
  • Ability to use computers for data entry, word processing, and/or accounting purposes.
  • Ability to work independently, work well with others, and manage time effectively.

PHYSICAL DEMANDS

The work is sedentary work, which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Work is typically performed while intermittently sitting, standing, or stooping.

WORK ENVIRONMENT

The work is typically performed in an office environment.
