The City of Auburn, a thriving municipality in the Puget Sound area, is seeking an Emergency Manager. This position is responsible for ensuring that the City remains in compliance with federal, state, and local laws, regulations, and guidelines related to emergency management; pursuing and administering emergency management grants related to program needs and post-disaster reimbursement; advising City administration and department heads on emergency management issues; ensuring necessary training is conducted and appropriate certifications/qualifications are obtained by City Staff; representing the City at appropriate meetings; and administering the City’s emergency management budget. The Emergency manager serves as the lead in coordinating the City’s response and recovery efforts during declared emergencies.

OUR CITY
The City of Auburn is home to over 80,000 residents and encompasses over 29.8 square miles of land, two rivers, and is part of two counties - King and Pierce. The City operates as a Strong-Mayor form of Mayor-Council government, with a City Council of seven at-large members.

Primary Duties



In this role you will:


  • Review, update, and implement the Comprehensive Emergency Management Plan (CEMP)
    as required under RCW 38.52., the Hazard Mitigation Plan (including vulnerability analysis) as required under the Disaster Mitigation Act, the Disaster Recovery Plan, and other plans that may be required by law or regulation.
  • Chair the City’s standing Emergency Management Committee and coordinate the activities of the Emergency Compensation Board; attend and actively participate in a variety of local, regional, and state meetings that further the City’s emergency management interests.
  • Maintain expertise in emergency management regulations including, but not limited to, RCW 38.52, Stafford Act, National Response Framework, WAC 118-30, HSPD 5, and HSPD 8; ensure compliance and incorporation of these standards into emergency management activities.
  • Oversee and evaluate the Continuity of Operations Plans (COOP) for each department; ensure deficiencies are corrected; and integrate department specific plans to provide citywide operational resilience.
  • Serve as the City’s National Incident Management System (NIMS) Compliance Officer, ensuring citywide compliance and filing appropriate state and federal reports.
  • Manage emergency public information efforts in collaboration with the City’s Public Information Officer (PIO) to ensure accurate and timely dissemination of information during crises, in accordance with FEMA’s Joint Information System (JIS).
  • Manage the City’s Emergency Operations Center (EOC) during activations and ensures appropriate staff are trained to operate the EOC effectively.

Minimum Qualifications

WHAT WE'RE LOOKING FOR...


  • Bachelor’s Degree in Public Administration, Emergency Management, or related field
AND
  • Four (4) years experience, including one (1) year in a supervisory capacity, in emergency management, disaster preparedness, or related field;
OR
  • a combination of experience, education, and training that would indicate the level of skills, knowledge, and abilities required to satisfactorily perform the essential functions of the job.

CERTIFICATIONS/LICENSES REQUIRED
Possess and retain a valid state driver’s license throughout tenure of employment without impending loss at time of appointment.

  • Certified Emergency Manager (CEM)
  • Associate Emergency Manager (AEM)
  • Certified Business Continuity Professional (CBCP)
  • Associate Business Continuity Professional (ABCP)
  • Washington State Certified Trainer, FEMA’s Basic (NEMBA) or Advanced (NEMAA) academies, CERT, and ICS train-the-trainer courses

NOTE:
This position will be required to be fingerprinted and complete the CJIS (Criminal Justice Information Services) Security Certification Test to be allowed to view sensitive information and have unescorted access while at the Police Department (per Washington State Patrol ACCESS unit).
