DESCRIPTION
This position is responsible for daily supervision and Compliance of the Solid Waste Collection Contract and Area-wide Litter Control. The Route Supervisor is responsible for monitoring & compliance of the waste collection contract including litter control and verification of route pick-up activities of contracted waste hauler in order to provide safe, effective and courteous waste collection service to customers per waste pick-up contracted schedule. The Route Supervisor is the first line supervisor responsible for the productivity of the collection contract and control of litter spread and documentation of illegal dumping. Work is performed within the guidelines of County and departmental procedures and regulations, accepted engineering standards and surveying methods, state guidelines, and approved collection route including waste pick-up schedule. Works with AE&ES other Assistant Directors & Managers, co-workers, employees, private engineers, contractors, developers, surveyors, other City Departments and the public.
PRINCIPAL DUTIES AND RESPONSIBILITIES
Monitor hauler daily collection of garbage, yard trimming, and recycling routes to ensure performance according to service level of contract. Ensure daily collection misses are reported, documented and resolved according to contract. Investigate and resolve customer complaints. Conduct vacant lot inspections. Follow the routes to ensure that waste collection contractor (hauler) provides contractual level of service to customers. Responds to missed pick-up dispatch calls or messages. Talk with the hauler to clarify any unique service requirements and to make hauler aware of the situation for the next day service. Address all customer waste pickup issues, complaints, and inquiries by speaking with the customer and / or hauler. Address overloaded carts. Interact with manager, hauler, and customers to ensure customers are serviced in a timely manner.
Educate residents, general public, and citizens of Augusta on the proper storage, collection and solid waste disposal methods. Patrols service area daily to inspect for potential code violations; ensures proper disposal. Determines compliance or non-compliance of bulk waste placed out for collection. Meets with property owners to discuss violations. Issues code compliance notices and official correction notices to inform violators of discrepancies and compliance deadlines. Perform daily route observations to ensure safety procedures are followed, route is picked up, and no noticeable litter in route service area. Ensure waste carts are in good condition, sanitized, debris is picked up around carts, and carts are placed and labeled properly. Complete route observation reports and discuss observations with manager including safety issues, customer calls, route cleanliness, and truck appearance.
Document illegally dumped waste and coordinate its removal internally with manager and other assigned staff. Coordinates impacted area clean ups; visually verify & document work performed to ensure compliance with established specifications / contracts and relevant policy & procedures. Collect illegal dumping & cleaning up data, enter in selected database and generate weekly, monthly, and yearly data report.
In service area, document non-contracted or non-compliance contracted bulky waste and yard waste. Coordinates its removal internally with manager and other assigned staff.
Route all new service starts including obtaining work order, scheduling delivery of container, and service days. Review productivity reports daily (yardage, tonnage, and hauls), reroute non-performing routes to maximize service calls while ensuring that missed pick-ups are minimized. Schedule removal of cans on a timely basis when service is cancelled.
Performs a variety of project related administrative tasks; tracks contract cost and disposal cost to ensure that all activity is accurately documented. Track and document various maintenance / cleanup activities and create quantitative data for such program assessment.
Identify training needs and review with manager. Trains and guides coworkers.
Performs other duties of a similar nature or level.
Provide customer service support to solid waste contractors and customers. Investigates and resolves customer complaints and monitors contractor performance.
Enforce Solid Waste contracts, agreements, policies and procedures. Provide accurate documentation including but not limited to notes, memos, reports, forms, and photographs.
Inspect contracted waste removal routes and conducts improper waste investigation within the guidelines of contractual agreements, state and local waste disposal laws, federal environmental laws, and Augusta-Richmond County regulations.
Resolve issues and takes action / makes recommendations in concert with the current solid waste collection contract(s) to include carts, yard and bulky waste, contractor performance, and solid waste billing.
Enforce Augusta GA Code related to garbage collections, litter conrol, overgrown vegetation, and any other applicable ordinances.
MINIMUM REQUIREMENTS
Education : Associate Degree in related field of study or any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job.
Experience : Minimum three (3) years of work experience in transportation, logistics, solid waste operations, code enforcement, law enforcement, structure condition evaluation, or site & building plan review, with emphases on performing field verification.
OTHER

- Knowledge of investigative techniques and processes.
- Knowledge of state and local regulations related to solid waste management, guidelines for the proper disposal of asbestos / bio-medical waste, and safety practices and procedures.

Certification :
Preferred (not required) : Ability to obtain within twenty-four (24) months of employment : Code Enforcement Officer Certification Program (through GACE).
