What are the responsibilities and job description for the UTILITY BILLING SUPERVISOR position at CITY OF AVON PARK?
NATURE OF WORK:
This position is responsible for supervising and directing the Utility Billing department's daily activities under the Finance Director's administrative direction. The employee is expected to exercise independent judgment and initiative in performing their daily duties. The employee performs supervisory responsibilities in accordance with city and department policies and applicable laws. They must be proficient or acquire the required skill set for accounts receivable, utility billing functions, and customer service matters.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Supervises Utility Billing activities and functions, which include:
o accounts receivables, ;
o customer accounting, billing, and reporting;
o scheduling meter reading and customer refunds;
o the flow of all paperwork necessary to initiate all utility accounts.
- The employee will be technically proficient and can fill in at any position as needed and able to train new employees.
- Investigates customer complaints concerning services and billings.
- Examines bills, meter readings, and related records to determine the validity of customer complaints. Notifies customers and appropriate personnel of findings and/or adjustments and follow-up on actions taken to ensure customer satisfaction.
- Responsible for the accurate processing of all meter readings to ensure accurate billing.
- Inputs data via computer terminal.
- Calculates fees monthly for water and sewer capacity.
- Prepares accounts for final billings and, as needed, applies deposits and refunds.
- Reconciles accounting sub-systems to the general ledger for utility billing accounts.
- Reviews, posts, and updates cash receipts processed by Customer Service Clerks. Verifies bank deposits for accuracy.
- Responsible for verifying all new installs and approving forms with dated initials to ensure all required documents and information are filled out properly.
- Other duties as assigned.

OTHER KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to read, write, and comprehend simple instructions, short correspondence, and memos.
- Ability to deal with problems involving various situations. Ability to communicate effectively with irate customers in a courteous manner.
- Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
- Knowledge of utility service billing, City codes, Resolutions, policies, and practices.
- Knowledge of bookkeeping and accounting principles and methods.
- Ability to add, subtract, multiply, and divide into all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent.
- Ability to handle money.
- Ability to use data processing ledgers and other documents and registers to retrieve information from the computer.
EDUCATION and EXPERIENCE:
- Associate's degree from a regionally accredited institution in accounting or finance or a related field; or any satisfactory combination of education, training, and experience demonstrating the required knowledge, skills, and abilities to perform the described duties.
- Five (5) years experience in Utility Billing (Collections & Billing)
- Experience using Utility billing software
- Experience in customer service
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to sit. The employee frequently is required to stand and reach with hands and arms. The employee is regularly required to stand and walk. The employee may occasionally lift and/or move up to 10 pounds, usually not to exceed 30 lbs. Specific vision abilities required by this job include close vision, peripheral vision, and the ability to adjust focus.
