The City of Avondale is accepting applications for Community Action Program (CAP) Coordinator in the Neighborhood and Family Services Department. This is a FLSA exempt, full-time position with benefits.

In this role, you will be responsible for coordinating human services programs and initiatives in support of the Family Services Division. Key responsibilities include conducting research, providing administrative support, and preparing technical reports related to social services. This involves gathering, interpreting, analyzing, and presenting data relevant to the programs.
The coordinator also oversees the implementation, monitoring, and management of various social service programs and processes, as well as supporting all aspects of the Community Action Program. Additional duties include identifying funding opportunities, advising management on human services policies, programs, and procedures, and representing the City of Avondale at regional committees for Human Services through the Maricopa Association of Governments.
Additionally, the role includes assisting the Family Services Manager in launching new human services programs, with a focus on housing services, landlord engagement, and crisis intervention. Occasional evening and weekend work may be required.
Essential Functions
Supports the Community Action Program in all aspects from information, application, file review, monitoring, authorizing payment, and grant compliance.
Provides referrals for other assistance to CAP clients such as food and clothing assistance and other like services.
Performs administration duties preparing reports, finalizing applications, and filing documentation. Answers phones, greets clients, performs data input, and completes other administrative tasks as necessary. This includes assisting with front desk operations for the resource center.
Ability to utilize and work across several databases simultaneously throughout the workday. Ability to adapt and adjust to a rapidly changing and dynamic environment.
Experience carrying a caseload of at least Twenty (20) clients at a time.
Evaluate social service needs in the community, plan and recommend programs, and develop funding proposals to meet those needs.
Serve as a landlord liaison engaging property owners and managers within the City of Avondale to participate and help sustain access to permanent affordable housing options. Utilize the landlord network to provide direct navigation of housing services to individuals and families in crisis and/or experiencing homelessness. Provides direct crisis intervention and navigation of services to individuals and families in crisis and/or experiencing homelessness.
Develops and maintains effective inter-agency working relationships with governmental officials at the municipal, county, state, and federal levels and executives of business, private and non-profit agencies, and community leaders to ensure maximum program benefits and prevent duplication.
Assists with various neighborhood projects and activities that improve the surrounding neighborhood and assist residents in improving their quality of life. Provides outreach throughout the community regarding the resource center's services.
Updates and maintains databases, files, and records in automated information systems; enters data into system files and databases; researches and retrieves information from databases; incorporates data into assigned records and documents; creates statistical reports and summaries from data and generates automated reports from systems.
Minimum Qualifications
A High School diploma or GED equivalent is required. A Bachelor's degree in Human Services or a related field is preferred.
Two (2) years of case management experience. Experience working with community-based partners. Familiar with resources in Avondale, Litchfield Park, Goodyear, and the greater Phoenix area. Knowledge of trauma-informed care principles and best practices in delivering human services.
Skilled in providing attention to detail; organization and time management. Thrives in high-paced deadline driven environment.
Experience working in the human service field, social services, social work, education, or related field is preferred.
Valid Arizona Operator's Driver's License.
Candidates must obtain a Level 1 Fingerprint Clearance card within 30 days of hire, however possessing the card at the time of hire is preferred.
Proficiency in Spanish is preferred for this position. Candidates who can effectively communicate in Spanish will be better equipped to fulfill the role's responsibilities.
