The City of Avondale has an opportunity for an Arts, Culture & Library Manager in the Parks & Recreation Department. This is an FLSA exempt, full-time position with benefits.

As the division leader, you’ll oversee all aspects, from managing staff and budgeting to developing creative arts programs and building strong community partnerships. You’ll also ensure the smooth operation of our library branches, focusing on everything from facility upkeep and collection development to delivering exceptional customer service.

Manage Library Services & Programming: Oversee program design, cataloging, collection maintenance, and technology availability, ensuring materials are current and accessible. Seek grant funding for new programs and services.

Special Events & Community Engagement: Plan, manage, and execute special events and programs to strengthen Arts, Culture & Library services, enhance community awareness, and lead marketing efforts.

Public Art Management: Oversee the planning, acquisition, and maintenance of public art; manage artist selection, contracts, and coordination with city departments and external agencies.

Staff Management & Support: Provide day-to-day direction to staff, prioritize tasks, ensure policy compliance, and focus on employee development, evaluations, and schedule management.

Program Innovation & Community Hub Development: Develop new initiatives (marketing, social media, educational programs) to transform the division into a community hub for engagement, technology, and education.

Industry Research & Innovation: Stay informed on trends and best practices in the arts, culture, and library sectors to drive service improvements and meet community needs.

Financial & Contract Management: Oversee contracts, budgets, and financial reporting, ensuring compliance with city, state, and federal requirements.

Grant & Partnership Development: Seek grant funding and foster partnerships with non-profits, schools, and businesses to support new programs and services.

City Representation & Stakeholder Engagement: Represent the City in boards, committees, and meetings; prepare reports for City Council and collaborate with staff, the public, and partners.

Community Outreach & Collaboration: Conduct outreach efforts, organize workshops, and establish partnerships with local organizations and service providers to enhance community involvement.Bachelor’s degree in Cultural or Arts Administration, Public Administration, Library Information Science, Parks & Recreation Administration, or closely related field or any equivalent combination of experience, education, and technical training that provides the required knowledge, skills, and abilities, may qualify.  Master’s degree preferred.

Four (4) years of progressively responsible organization and management experience in the fields of Recreation, Cultural Services, and/or Public Arts, or Library Management. 

Three (3) years of supervisory experience directly related to the area assigned. 

Preferred: 
  • Experience in a municipal or government setting 
  • Previous experience as a public arts manager/administrator in a municipal setting 
  • Knowledge of art and cultural events, vendors/artists, and programs in the greater Phoenix area; particularly the West Valley 
  • The ability to communicate and translate Spanish is preferred. 
Valid Arizona Operator's Driver's License. Must be able to pass a pre-employment background check. The role requires understanding and interpreting complex laws, procedures, and guidelines, making mathematical calculations, and drawing logical conclusions. The incumbent must comprehend and apply written and verbal instructions, produce clear written documents, and effectively communicate.

Supervisory responsibilities include managing multiple direct reports, making decisions on hiring, employee development, performance evaluations, and realigning work as needed. This may also involve leading by example and handling personnel issues such as training, motivation, corrective actions, and discipline.

The position involves preparing documents, conducting research, and tracking budgets, revenues, and expenditures. The incumbent may also recommend budget allocations for the division.

Work is governed by broad policies and requires considerable initiative, independent judgment, and flexibility, including working beyond regular hours, weekends, and holidays. The position involves interactions with various departments, external agencies, vendors, and stakeholders, requiring effective communication and decision-making. Regular attendance and a safe working approach are essential.
