What are the responsibilities and job description for the Lead Utility Mechanic position at City of Avondale?
Under direct supervision of the Water Reclamation Facility Supervisor, the Lead Utility Mechanic is expected to continually strive to improve operations & maintenance activities, decrease equipment downtime, streamline work practices, ensure accurate record keeping via the CMMS software and perform other related duties as required.
The Lead Utility Mechanic requires advanced technical skills and exceptional communication skills to effectively document day-to-day activities. This position is required to participate in the ‘on-call’ program (rotating schedule) and will respond to after-hour call outs, as needed. Work may be performed independently or in small teams.Performs planned repairs and service to heavy industrial and light industrial machinery used in the water and wastewater treatment industry. Performs maintenance on mechanical equipment such as pumps, motors, and valves to complex treatment equipment such as blowers, chlorinators, clarifiers and more, to include everything from routine preventative maintenance up to and including equipment failures.
Independently investigates and troubleshoots equipment issues and failures to determine the cause of failure and takes necessary corrective actions. Coordinates procurement of replacement parts with appropriate divisional supervisors and material/equipment suppliers.
Performs basic maintenance and repair of electrical panels or electrical components, low voltage equipment and coordinates repair or replacement activities for medium and/or high voltage electrical assets. Work may include maintenance or repair of equipment in the vicinity of electrical equipment that may require working in Arc-Rated PPE.
Communicates and coordinates planned installation, repair, and preventative maintenance work with supervisory and operational staff. Communicates unplanned or emergency repairs, replacements or equipment failures with operations staff and provides schedules for completion or maintenance activities.
Uses Computerized Maintenance Management System (CMMS) software to track maintenance work. Reviews work orders from other divisional mechanics to ensure input is consistent, complete, and correct in accordance with CMMS goals. Develops reports and communicates frequently with divisional supervisors about work orders, increased equipment maintenance, maintenance concerns, workload, productivity, or other maintenance metrics.
Coordinates with Public Works staff to ensure all utility division assets are entered into CMMS software. Ensures latest O&M manuals are correctly associated and accessible with all equipment. Develops asset PMs that support manufacturer’s recommended maintenance of equipment. Continually creates, modifies, or deletes existing PMs to reflect field operating conditions.
Develops SOPs for uniformly maintaining parts inventories across utilities divisions. Assists divisional mechanics in maintaining accurate inventories in the CMMS software.
Follows all JHAs for work within the Utilities Operations division. Utilizes required safety equipment, when necessary, inspects safety equipment and occasionally enters confined spaces by safely following OSHA safety regulations. Coordinates training for utility division mechanics on SOPs, NEC, OSHA or other policies and procedures, as required.
Performs other duties as required. May be called upon to assist other divisions within the Department or other Departments within the City.High school diploma or GED equivalency is required.
Work requires an advanced knowledge of mechanical and repair principles. Knowledge obtained through a vocational school or technical college is preferred.
A minimum of four (4) years’ experience performing maintenance on machinery and/or industrial-related equipment such as valves, pumps, heaters, blowers, bearings and mechanical seals, clarifiers, electric motors or similar.
Maintenance experience in the water or wastewater field is preferred.
An equivalent combination of education and experience may be considered if sufficient to perform the essential duties of the role as listed herein.
Must possess an Arizona Department of Environmental Quality (ADEQ) Wastewater Treatment Grade I Certification and Water Treatment Grade I Certification or be able to obtain the Certifications within six (6) months of hire and must be able to maintain certifications for the duration of employment.
A valid Arizona Driver’s license is required.
Work requires reading schematics, construction plans, technical specifications, regulations, permits, Safety Data Sheets, O&M manuals, standard operating procedures, repair manuals, and more.
Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, and division, as well as various algebraic calculations.
Work requires writing reports, work orders, equipment evaluations, budget materials, construction plans, daily job tasks, business letters, memos, and general correspondence.
Planning responsibilities include effective time management for daily work assignments. The position provides information to supervisors to resolve/discuss issues with water and wastewater equipment.
Provides information and reports to support the annual divisional budget preparation.
The position has no direct supervision of others but works directly with and collaborates with many other Public Works divisions and staff. Assumes responsibility for completing assigned projects with available resources.
Work is governed by broad instructions, objectives, and policies. Completes objectives as detailed by the Water Reclamation Facility Supervisor. Exercises initiative, independent analytical skills, and evaluative judgment.
This position contacts others within the organization. These contacts may involve similar work units or departments within the City, which may be involved in decision-making or provide approval for purchases or projects.
This position contacts outside entities, groups, and the general public and must represent the City in a professional manner, including attitude and appearance when required.
The ability to work in a constant state of alertness and safe manner is required.
Employees must maintain regular in-person attendance.
