Accounting Analyst

SUMMARY OF CLASSIFICATION

Under the general direction of the Senior Accountant, the Accounting Analyst provides administrative support to the Finance Department in the areas of accounts payable, accounts receivable, grants administration, and other general accounting work as required. The primary function will be processing invoices for weekly disbursement.

ESSENTIAL JOB DUTIES

Performs all tasks related to accounts payable in an accurate and timely manner. Processes vendor invoices and payment requests for disbursement while reviewing for accuracy, proper general ledger coding, proper documentation and approval, and compliance to City policies. Researches and coordinates any errors and/or discrepancies that may occur on vendor invoices or billing statements, which may involve communication with other City departments and vendors. Monitors due dates to ensure timely payment. Prepares and maintains accounts payable vendor files including reviewing and verifying W-9s. Updates various spreadsheets for monthly telephone and utility billing, as well as retainage payable. Verify monthly vendor statements and research payments made for vendors or other City departments in an accurate and timely manner. Responsible for the year-end processing of 1099 Forms including the mailing to recipients and submission to the Internal Revenue Service. Assist internal and external customers in person and by telephone in a courteous and professional manner. Responsibilities include grant administration and working with various grant programs and granting authorities. Serves as back up for preparing the City’s payroll and payroll tax deposits. Maintains inventory of office and janitorial supplies. Assists in annual audit, prepares various spreadsheets for the annual financial statements and answers auditor questions on internal control issues in an accurate and timely manner. Performs other duties as required or assigned. To effectively perform this job, regular attendance is required.

REQUIRED QUALIFICATIONS

Knowledge, Abilities and Skills - Proficient with Microsoft Office, especially Word, and Excel. Ability to use 10-key calculator by touch; Ability to perform various accounting related projects with minimum supervision; Ability to perform internal control audits; Knowledge of fiscal functions and practices of a municipality; Knowledge of generally accepted accounting principal (GAAP). May be required to carry, hold, lift, push and/or pull a maximum of 35 pounds of computer papers and retrieve records and/or supplies from storage room.

Minimum Education, Experience and Certification - Associates or Bachelor's Degree in Accounting or related field preferred; at least five years of progressively responsible positions in accounting, finance or related division for a municipality or other governmental entity. Experience with Tyler Technologies ERP 10 preferred.
