Position Summary
Performs office administrative work for the Building Department. by coordinating and dispensing detailed procedural information relating to a wide range of building department processes, procedures and issues. Reviews applications and provides the public with information regarding administrative, legal and technical requirements that will be placed on construction activities. Study and pass certification tests related to commercial inspections and residential in your designated field.
The work requires the ability to interpret regulations and apply them with consistency and fairness.
Required Education and Experience:
Minimum Qualifications:
- High School diploma or GED;
- Minimum of three years technical experience in permit processing or administrative operations, or an equivalent combination of experience and education which demonstrates provision of the knowledge, skills, and abilities listed below;
- Journeyman Plumber or Signing Supervisor Electrician license.
Additional Eligibility Qualifications:
1. Must possess or be able to obtain a valid and appropriate state driver’s license prior to employment.
Essential Functions
1. Focuses on coordination of the intake, review and inspection process; applications are monitored from initial receipt to final approval, ensuring that fees are accurate, record keeping is adequate, and that professional engineering, land use, and architectural reviews are completed.
2. Contact with the public; employees interact with developers, contractors, owners, and engineers, while explaining requirements and/or the status of specific projects.
3. Provides counter support for the Building Department by answering the public’s basic questions and scheduling inspections on an as-needed basis.
4. Completes routine filing as assigned.
5. Work with citizens and team members providing excellent and respectful customer service.
6. Completes training and certification process to achieve initial Commercial inspection certifications. Performs inspections related to those certifications on an as needed basis.

Knowledge:
- Microsoft Office Products;
- Office equipment such as copiers, printers, iPads, and PC’s;
- Public relations techniques and effective public service policies;
- Familiarity with terminology and codes related to the building trades;
- Familiarity with applicable City, State, and Federal codes, regulations, policies and procedures;
- Familiarity with basic principles and practices of land use, zoning, building and engineering;
- Familiarity with the code books related to their field of licensing.
Skill:
- Operation of computer, Word processing, spreadsheets, permit processing software, iPad;
- Operation of calculator;
- Operating of copying equipment;
- Operation of fax machine, telephone;
- Operation of motor vehicle;
- Effective public relations and communications;
- Recognizing significant technical details;
Ability to:
- Derive pertinent information from the public to acquire the information required to issue a permit;
- Learn and maintain departmental record and filing system;
- Learn departmental policies and procedures;
- Understand and communicate effectively in oral and written forms with the public, design professionals’ contractors, employees and supervisors;
- Work with citizens and team members providing excellent and respectful customer service;
- Perform recurring tasks with minimal supervision and make decisions independently in accordance with departmental policies and procedures;
- Work under pressure with time constraints;
- Organize and plan own work schedule to meet workflow demands in timely/efficient manner, and coordinate inspection schedules;
- Prepare and maintain correspondence, files, reports, and statistical information;
- Read, interpret and apply work related codes, ordinances, legal property descriptions, and other regulations and guidelines governing the building permit processes;
- Read and interpret maps, drawings, and blueprints, and codes;
- Perform research and make independent investigations of assigned problems;
- Maintain confidentiality on organizational/departmental records information.
Supervision Received
Works under the general supervision of the Building Official or designee who assigns non-routine work and reviews work for conformance to departmental standards.
Supervisory Responsibility
Supervision is not a typical function assigned to this position.

The work is performed mostly in an office setting, with inspections in the field. While performing the duties of this job, the employee is frequently required to sit and talk, walk, hear, use hands to finger, handle, or feel objects, tools, or controls, and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds, kneel, bend, stand, push, and pull, navigate a construction site and drive a motor vehicle. Specific vision abilities required by this job include close vision, peripheral vision, and ability to adjust focus. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
