Job Summary: The Human Resources Specialist I/II will perform routine human resources work with a moderate level of supervision. The HR Specialist II will complete tasks in one or more of the following categories: talent acquisition, compensation and classification, benefits and payroll administration, employee engagement and relations, employee training and development, employee relations, policy development and record retention, workplace safety and compliance.
HR Specialist I
Minimum Job Requirements:
- High School Diploma or GED
- At least one year of related experience.
- A valid driver’s license.
Preferred Qualification – Associate Professional in Human Resources certification (aPHR)
HR Specialist II
Minimum Job Requirements:
- Associate’s degree in Human Resources or related field
- At least three years of related experience.
- A valid driver’s license.

Essential Job Functions:

Performs routine day-to-day operations in one or more of the following HR activities such as talent acquisition, compensation and classification, benefits and payroll administration, employee engagement and relations, employee training and development, employee relations, policy development and record retention, workplace safety and compliance.
- Assists with coordination of HR events, employee committees, and other related activities, as needed.
- Assist with improving working relationships, building morale, and increase productivity and retention through the City operations.
- Assist with developing HR’s department goals, objectives, procedures, policies, processes and systems. May assist other departments in evaluation of similar reports, decisions and results relating to personnel.
- Maintains and process reports for compliance with federal, state and local employment laws and regulations and recommended best practices.
- Assist with processing employee changes in the HRIS/HCM system and works closely with departments to ensure compliance and proper recording of such changes.
- Maintains knowledge of trends, best practices, regulatory changes and new technologies in human resources. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of the department and services performed.
- May serve as Civil Service Secretary in absence of Civil Service Director
- Perform other related duties as assigned.

- Intermediate Microsoft Office applications (i.e. Outlook. Word and Excel).
- Assisting with situations that require diplomacy, fairness, firmness and sound judgment.
- Understanding, and applying relevant policies and procedures.
- Establishing and maintaining effective working relationships with City executive staff, City staff, high schools, colleges, universities, trade schools, health insurance providers/brokers, media, contractors, vendors and external government agencies.
- Operating a personal computer and various software programs.
- Communicating effectively both verbally and in writing.
- Maintaining confidentiality.
Physical Demands/Work Environment:
Work is performed in a standard office environment with low to moderate noise level. Subject to sitting for an extended period of time, standing, walking, bending, reaching, kneeling, and lifting and putting away such items as records and office supplies of moderate weight of up to 40 pounds. Working with a wide variety of people.
