CLASS DESCRIPTION
An Archives and Records Management Officer plans and coordinates the activities and programs relating to Baltimore City Archives (BCA), the Records Management Division (RMD) in the Department of Legislative Reference (the Department), or both. The work of this class includes supervising staff assigned to support the BCA and RMD.
Incumbents receive general supervision from the Director of the Department. Employees in this class work a conventional workweek. Work is predominantly performed in an office where normal, moderately quiet working conditions are encountered. Work is also performed in a records warehouse where exposure to environmental allergens may occur. Work requires moderate physical exertion and use of a work assist vehicle as well as stepladders to reach a height of 15 feet. While performing the duties of this class, the employee is occasionally exposed to outside weather conditions.

MINIMUM QUALIFICATIONS
On or before the date of filing the application, each candidate must:
EDUCATION: Have a bachelor’s degree from and accredited college or university in history, records management, library science, archival science or a related field.
AND
EXPERIENCE: Have four years of experience in the management and historical preservation of records. Two years of which include supervisory experience.
OR
NOTES EQUIVALENCIES: Have an equivalent combination of education and experience.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
Skill in historical research, critical analysis, and technical writing.- Skill in organization, project management and planning, including exceptional attention to detail, consistent follow-through, and ability to meet deadlines.
- Skill in use of multiple database, spreadsheet, document creation and editing software and web applications. Ability to track statistics and create meaningful reports.
- Ability to develop and responsibly execute budgets.
- Ability to communicate effectively orally and in writing with associates, public officials, private groups and the public.
- Ability to cooperate and collaborate with colleagues of diverse professions, personalities, ages and skill levels.
- Ability to establish and maintain effective working relationships
- Ability to instruct and train personnel on program policies and procedures.
- Ability to maintain confidentiality of work-related information and restricted City records.
