SALARY RANGE: $85,660.00 - $136,935.00 Annually
BACKGROUND CHECK
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.
PROBATION
All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
POSITION OVERVIEW
The Baltimore City Health Department is currently seeking a detail-oriented, driven individual to fill the role of Director of Contracts & Compliance within Baltimore City Health Department’s Division of Finance. This is a full-time position with responsibilities that include perform such lead work as. Work will include supervisory responsibilities. This is a grant funded position.
ESSENTIAL FUNCTIONS
  • Manage Compliance Unit (i.e. Grant compliance Analyst and Contracts and Compliance Coordinator) & Contracts unit (I.e. Contracts Manager, Contracts Supervisor, Intake Coordinator, Contract Administrators)
  • Advise on the programmatic & fiscal oversight/monitoring of programs and subrecipients.
  • Develop the report framework to perform internal/external monitoring of programs/subrecipients respectively for compliance.
  • Establish policies and procedures for enforcement to assure adherence to laws and regulations relating to Federal Uniform guidance (2CFR) as well as State and City regulations.
  • Keep track of subrecipients as well as monitoring status.
  • Advises superiors on program performance and makes recommendations for program enhancements to address findings.
  • Oversight of the contract process, reduce redundancies/ inefficiencies that can result in findings.
  • Work towards consistent timeline for contract approval. Spread awareness on how to achieve this goal.
  • Map out the process and best practices for Compliance/ Contract related issues.
  • Construct various tools (e.g. monitoring sheets, time trackers, best practice guides) and advise on implementation of tools to aid in the efficiency of managing monitoring, compliance and contract related items.
  • Attend and host Contract/Compliance related meetings.
  • Attend related program/fiscal meetings, all staff meetings, internal and external trainings.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: Bachelor's degree from an accredited college or university.
AND
EXPERIENCE:
  • 7 years of program and/or project management experience; especially in designing, implementing and managing new business processes, staff, and managing multiple projects simultaneously.
  • 7 Years of training, educating staff.
  • 5 Years of Monitoring/ Auditing experience.
  • Experience working in Federal, State, and local governments, especially as it pertains to compliance.
  • Experience interpreting grant requirements and developing policy/guidelines. Experience determining proficiency/abilities of recipients receiving Federal, State and/or local funds and providing said recipients with technical assistance and corrective action plans when needed.
  • Experience hosting/leading conferences, trainings and meetings.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Ability to advise and update management officials on the progress of compliance and/or mitigation issues
  • Proven analytical thinker with ability to identify, analyze and solve problems in a thoughtful manner.
  • Demonstrated ability to work within all levels of an organization and build productive relationships.
  • Knowledge of 2CFR and other Federal, state local guidelines as it pertains to monitoring of subrecipients and grant management. Preferred
  • Knowledge of Federal Compliance regulations
  • Knowledge of various office software.
  • Ability to review audits and to evaluate and interpret findings.
  • Ability to use and navigate a computer and other software to develop databases and everyday monitoring tools
  • Ability to maintain records and to prepare detailed narrative reports.
  • Ability to manage team and distribute workloads.
  • Ability to communicate with Directors, Chiefs, Managers, Comptrollers, etc. regarding Contract and Compliance issues.
  • Ability to lead conferences/trainings.
