CLASS DESCRIPTION
A Benefits Specialist II, is the full performance level of professional human resource work in health benefits, including specialized enrollment, resolving coverage issues and claim issues and monitoring work related to the application and compliance of Federal, State and local laws, rules, regulations and policies. The work of this class involves no supervisory duties or responsibilities.

Incumbents receive moderate supervision from a technical supervisor.
Employees in this class work a conventional workweek. Work is performed in an office where working conditions are normal. The work requires minimal physical exertion.

MINIMUM QUALIFICATIONS
On or before the date of filing the application, each candidate must:
EDUCATION: Have a graduated from an accredited high school or possession of a GED certificate.
AND
EXPERIENCE: Have four years of experience in performing office support work in an employee benefits or human resources program or related field.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of the principles, practices, and techniques of routine human resource administration relating to benefits administration.
- Ability to apply Health Benefits Program plans, rules, regulations, and policies.
- Ability to provide exceptional customer service.
- Ability to use ERP system, enrollment system, automated recordkeeping and word processing systems.
- Ability to handle a variety of situations and problems under specified time constraints.
- Ability to establish and maintain effective working relationships with City employees, supervisors and
- the benefit customers.
- Ability to understand, interpret and apply human resource policies and procedures.
- Ability to communicate effectively with employees, supervisors, and the customers.
- Ability to compile data and prepare reports.
- Ability to maintain confidentiality for all benefits related activities.
