Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.
PROBATION
All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.

YouthWorks is one of the largest youth employment initiatives in the nation. Our goal is to offer Baltimore City youth 14-21 an opportunity to gain skills and work experience, have exposure to career and secondary education options, and earn money. YouthWorks prioritizes those most impacted by generations of systematic and institutional racism, youth receiving public assistance, low wage families and youth connected to the Department of Juvenile Service.
CLASS DESCRIPTION
This is a youth job development role that requires experience and comfort with sales and recruitment. It focuses on setting goals based on the capacities, strengths, and developmental needs of youth. The position involves delivering comprehensive marketing services to employers while providing employability support to youth participating in the Youthworks Private Sector program.
ESSENTIAL FUNCTIONS
  • Market YouthWorks Private Sector program to private employers and develop virtual and in-person job opportunities for youth
  • Review and approve employer applications based on criteria such as payroll budget, worksite safety, and signed MOUs.
  • Conduct worksite visits to ensure safety and compliance with youth employment standards.
  • Conduct virtual and in-person outreach in Baltimore City to engage and secure at least five new employers per week, creating youth-appropriate job opportunities.
  • Arranges job interviews and refer youth to customized training or other employment activities.
  • Coordinate and facilitate employer-focused events such as job fairs, mass recruitment sessions, and networking events, etc.
  • Create and maintain an accurate and updated records of open positions for youth workers
  • Assist in the coordination and facilitation of YouthWorks Academy and other YouthWorks workforce readiness workshops
  • Maintain an accurate and up-to-date list of job openings.
  • Assist with payroll invoicing, pay and timecard verification, roster confirmation, and final payment processes.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: Education equivalent to completion of two years of college at an accredited college or university.
AND
EXPERIENCE: Four years of sales experience or experience in employment, training, or related fields, which require a high degree of marketing the program or services. Preferably two years which are counseling and job placement experience.
OR
NOTES(EQUIVALENCIES): Have any equivalent combination of acceptable education and experience.
ADDITIONAL REQUIREMENTS:
  • Valid driver’s license
  • Must have access to reliable transportation for the completion of assigned duties as needed
  • Must be willing to use personal vehicle for the completion of assigned duties on a daily basis or as needed.
  • Ability to pass a mandatory criminal background, fingerprinting, and alcohol screening
  • Work schedule for this position is in-person from 8:30am to 4:30pm Monday through Friday
  • Must be flexible to work some evening and weekend hours
KNOWLEDGE, SKILLS, AND ABILITIES
  • Prior sales experience is desired and a plus to be successful in this role.
  • Ability to establish and maintain effective working relationship with clients, employers, co-workers and representatives of other organizations.
  • Ability to communicate effectively, orally and in writing, and to analyze written reports and materials.
  • Ability to speak and converse with multiple sized audiences either in-person or virtually
  • Ability to interpret, apply and explain Federal laws, regulations, and policies governing MOED programs.
  • Ability to make persuasive presentations, and to produce accurate detailed and well documented proposals.
  • Must be detailed and organized, and able to work with high proficiency independently when required.
  • Proficiency in various virtual communications platforms such as Zoom, Google Meets, Microsoft teams, etc.
  • Must be computer literate and familiar with word processing, spreadsheet, or database applications (i.e. MS Word, Excel, etc.)
