BACKGROUND CHECK

PROBATION
All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.
ELIGIBILITY
Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
EDUCATION ACCREDITATION
Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.
CLASS DEFINITION
An Accounting Systems Administrator plans, directs and coordinates the activities of a centralized citywide accounting systems operations section. Work of this class involves supervising the activities of professional and paraprofessional accounting and clerical support work units.
Incumbents receive managerial direction from a technical superior. Employees in this class work a conventional workweek. Work is performed in an office where normal working conditions are encountered. The work requires minimal physical exertion.

Minimum Qualifications

EDUCATION: Have a bachelor’s degree from an accredited college or university in accounting, finance or business administration including 30 credits in accounting and business law and 6 additional credits in statistics or data processing.
AND
EXPERIENCE: Have Four years of experience in accounting, accounting systems analysis or financial loan negotiation work, including one year of experience in evaluating the performance of, disciplining and recommending the hiring, firing and promoting of subordinate accounting and fiscal personnel.
OR
NOTES (EQUIVALENCIES): Have a current CPA License issued by the Maryland State Board of Certified Public Accountancy may be substituted for the education requirement. Non-supervisory experience may be substituted for the supervisory experience requirement.

- Knowledge of the principles and procedures used in the maintenance, development and implementation of accounting systems.
- Knowledge of legislation, regulations and procedures associated with the development, processing and guarantee of loans, grants administration, real estate, accounts payable and receivable, capital and other accounting systems.
- Knowledge of methods and procedures analysis, data processing, and records and forms management as they apply to accounting.
- Knowledge of the practices, operations procedures and standards of banking and financial institutions, credit processing and debt collection.
- Knowledge of the application of computer operations and common business software to accounting systems and office automation.
- Knowledge of financial management techniques.
- Skill in negotiating loan and guarantee packages.
- Ability to direct and coordinate the activities and operations of large governmental accounting or financial management information systems operations.
- Ability to resolve complex operational and accounting problems quickly and effectively and to provide sound technical accounting advice.
- Ability to analyze and synthesize data from various sources to develop complex fiscal/loan reports.
- Ability to analyze accounting operations and procedures and develop recommendations and implement new procedures and processes.
- Ability to review and analyze legislation for impact upon city accounting systems operations.
- Ability to provide technical training and assistance to subordinate staff and agency personnel.
- Ability to interpret and apply governmental policies and procedures as they relate to accounting and financial management systems.
- Ability to establish and maintain effective working relationships with City officials, private financial officers, departmental personnel and work associates.
- Ability to communicate effectively, both orally and in writing.
