OVERVIEW:
Position Overview
CitiStat is City Hall’s performance management and accountability team, using data to drive efficient and equitable service delivery across Baltimore’s municipal government. The CitiStat Analyst plays a lead role in measuring agency performance and tracking progress toward Mayoral goals. This position involves applying the CitiStat tenants (accurate and timely intelligence, rapid deployment of resources, effective tactics and strategies, and relentless follow-up and assessment) to support data-driven decision making that improves service quality and efficiency.
The role requires problem framing, collecting, analyzing, and interpreting datasets from various city agencies, identifying trends, and providing actionable insights. Through data analysis, field engagement, and collaboration with agency leaders, the CitiStat Analyst develops performance metrics, conducts policy research, and facilitates the implementation of improvement strategies. This position reports to the Deputy Director for Performance.

Essential Duties And Responsibilities
Data Analysis
- Monitor key performance indicators and metrics, conducting in-depth analyses to identify trends and issues.
- Develop products including data visualizations, memos, dashboards, and presentations that clearly communicate findings to non-technical audiences.
- Perform quality assurance and quality control to ensure data accuracy and integrity.
- Present analytical insights to executive-level staff across various city agencies.
- Conduct field investigations, site visits, and community outreach to enhance understanding of service delivery challenges.
- Perform policy research and review best practices from other municipalities to inform decision-making and strategy development.
- Compile and analyze data to advise decision-makers on opportunities for improving the quality and effectiveness of municipal services.
- Apply CitiStat principles to evaluate and recommend improvements in municipal services.
- Coordinate with city agencies to ensure data accuracy and alignment with performance goals.
- Facilitate CitiStat sessions by managing meeting logistics, preparing materials, and ensuring follow-up on action items.
- Prepare and disseminate meeting materials, including pre- and post-session memos, in accordance with established deadlines.
- Establish and maintain systems for collecting, updating, and tracking performance data and outcomes.
- In-depth understanding of performance management frameworks and the implementation of KPIs to improve agency accountability.
- Proficiency in analyzing complex datasets and deriving actionable insights for both technical and non-technical audiences.
- Strong analytical, organizational, and project management skills with experience managing multiple projects and meeting deadlines.
- Effective communication and facilitation skills, with the ability to build collaborative relationships across agencies and present findings to senior leadership.
- Experience in developing and maintaining systems for performance tracking and service delivery improvement, using modern data analytics tools (e.g., Excel, PowerBI, ArcGIS).
- Education: A Bachelor’s degree in Public Administration, Business Administration, Management, or a related field from an accredited college or university.
- Experience:
- Five years of experience related to performance management, data analysis, or public sector operations.
