Position Overview
This Disaster Recovery Dislocated Worker grant-supported position is funded by the Port of Baltimore Dislocated Worker grant allocation, with funding available through 2026. MOED’s programs will serve residents citywide and prioritize disadvantaged workers, who are among the 8,000 workers impacted by the Key Bridge collapse and closure of the Port of Baltimore. An estimated 60% of them are residents of Baltimore City. In the three days immediately following the collapse, over 400 new unemployment claims were filed, and over 1,000 more people called for information about filing unemployment claims. While additional data is pending, it seems clear that unemployment claims will continue to increase and impacts from the collapse to ripple out into the community. These funds will provide case management, barrier removal, supportive services, and skills training to workers dislocated by the disaster, as well as offer occupational skills training to prepare workers to assist with disaster recovery efforts and, eventually, the reconstruction of the bridge.
MOED seeks a detail-oriented Fiscal Analyst to manage and oversee grant budgets, monitoring, compliance, and maintenance. The ideal candidate will be responsible for preparing and maintaining grant budgets by inputting line item details into the agency’s financial systems and producing and managing spreadsheets with confidential fiscal information. They will monitor the fiscal activities of assigned programs, analyzing and comparing budgetary information to ensure accuracy and compliance with grant provisions. The Fiscal Analyst will review budgetary submissions for adherence to federal regulations and evaluate the cost-effectiveness of programs and grants. They will also handle financial system tasks using the Workday Enterprise Finance Management platform, including reconciling financial activities, preparing journal entries, and supporting end-of-year grant award close-outs. Effective communication with grant program managers regarding the status of grant fund utilization is also a key responsibility.
Essential Duties And Responsibilities
EDUCATION: Have a bachelor’s degree in business administration or accounting.
AND
EXPERIENCE: Have two years of experience in budgeting or administration, at least one of which was involved directly in budgetary planning or fiscal management.

Essential Duties And Responsibilities
- Preparation of Grant Budgets—Participate in maintaining grant budgeting and fiscal reporting systems generated from fiscal information submitted by various organizations that have partnerships and/or contract programs with MOED. Responsibilities include planning line-item budget details to enter into the agency’s financial systems.
- Monitoring of Funds - Produce, format, and maintain spreadsheets with pertinent confidential information. Monitor fiscal activities of assigned programs with periodic updates based on new information received from management/HR and Fiscal Operations and make recommendations to management. Analyze & compare provided budgetary information with prior fiscal years to ensure accuracy and allowable costs according to grant award contract provisions and submitted budget narrative.
- Compliance of Funds - Review submitted budgetary information for compliance with federal laws/regulations and executed policies throughout the life of the grant. Assists in the evaluation of the cost-effectiveness of assigned programs/grants. Compare current Year-To-Date expenditures to the prior year's budgets.
- Maintenance of Funds - Participate in the maintenance of financial system tasks and activities using Workday Enterprise Finance Management platform, review and reconcile financial activities, including end-of-year grant award close-out, from payroll detail, Extracting data from the city’s Workday financial system for auditing purposes in support of the QSR process quarterly. Prepare and monitor journal entries, drawdowns, disbursements, and reimbursements for accuracy
- Communication of Grants Reporting -Communicate with grant program managers on the status of grant funds utilization.

- Ability to analyze and recommend resolution of budgetary problems by application of knowledge acquired through management-level program involvement.
- Ability to communicate effectively both orally and in writing.
- Ability to prioritize and handle multiple tasks.
- Ability to work to meet established deadlines.
- Must be computer literate and familiar with word processing, spreadsheet, and database applications. (i.e., Microsoft Word, Excel, Access, etc).
- Ability to navigate and run reports from the fiscal reporting software (i.e., MIP/Microix and City Dynamics)
