SALARY RANGE: $52,875.00 - $64,063.00 Annually
BACKGROUND CHECK
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.
PROBATION
All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
Position Overview
The Human Resources Generalist I perform entry-level human resource work of a limited complexity requiring some knowledge of several areas in the field. Work of this class involves no supervisory duties or responsibilities. It offers an opportunity to not only learn about the day-to-day operations of the department but also to expand knowledge and understanding of the impact Human Resources has on the agency. In addition, having the responsibility to ensure the policies and procedures are consistently upheld through the guidance provided from of Department of Human Resources for the City of Baltimore; all while being in the hospitality space. Incumbents receive moderate supervision from a technical superior. Employees in this class work a conventional workweek. Work is performed in an office where there are no uncomfortable or hazardous working conditions. Work requires minimal physical exertion. All actions of the Human Resources Generalist I are in accordance with the policies and procedures of the Convention Center and the City of Baltimore. The Human Resources Generalist I is a part of the Human Resources Department and reports directly to its director.
Essential Functions
EDUCATION: A bachelor's degree from an accredited college or university preferred*
AND
EXPERIENCE: A minimum of two (2) years of experience in Human Resources, Risk Management, or related field.
OR
A combination of education and experience equivalent to a bachelor’s degree in human resources, Business Administration, or a related field plus one (1) year of relevant experience OR an associate degree in a related field with three (3) years of relevant experience.

Essential Functions
- Generate correspondence on behalf of the department that include time and attendance occurrences for employees in various departments while ensuring the policy is administrated and documented consistently and fairly to mediate risk.
- Participate in interviewing process for various positions and provide panelist recommendations when needed. Should be able to make recommendations to management.
- Maintain any Standard Operating Procedures (SOPs) that are in reference to Onboarding and Offboarding for the department for accuracy.
- Complete all initial recruitment efforts for the agency from the interviewing process to the hiring of the new employee onto Workday while completing all necessary paperwork for onboarding.
- Collaborates with the HR Generalist II to facilitate the New Hire Orientation and provides feedback for other subjects.
- Support departmental efforts in diversity, equity, inclusivity and access by serving the IDEA Council.
- Takes lead with open enrollment sessions for the agency and working with vendors to coordinate visits to the Center.
- Fills out, assures the accuracy of, and types of personnel forms; distributes to City agencies the completed forms and follows up to assure the processing of forms; revises and updates personnel office forms.
- Collects, compiles, and organizes personnel data, and prepares routine personnel reports via the use of Workday and other reporting tools.
- Maintains confidential personnel records and files for the HR Department. Coordinates and maintains all the administrative equipment needs, telephones, and office supplies for the HR Department.
- Prepare materials for and may attend and/or participate in meetings that impact the HR Department.
- Answers inquiries from employees regarding a variety of personnel matters while always maintaining confidentiality.
- Serves as a backup in the absence of HR Generalist II and Special Assistant as needed.
- Serve as a part of the administrative support team for front desk receptionist as needed.
