All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.

EDUCATION ACCREDITATION

Class Description
An Investment Analyst assists in recommending and implementing investment strategies aimed at making optimal use of City retirement funds and performs a wide variety of complex financial work and investment product and market analysis. Work of this class involves no supervisory duties or responsibilities.
Incumbents receive managerial direction from a technical superior. Employees in this class work a conventional work week that may include some evening hours. Work is primarily performed in a traditional office setting. Work requires minimal physical exertion.

AND
EXPERIENCE: Have four (4) years of professional experience in institutional investment management, investment banking, treasury management, or investment consulting.
OR
EQUIVALENCY (NOTES): Have a master’s degree from an accredited college or university in investment management, business administration, finance, economics, accounting or related field and two years of professional experience in institutional investment management, investment banking, treasury management, or investment consulting.

KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of the investment management business and experience working with institutional investments including familiarity with the related investment terminology.
- Knowledge of modern portfolio theory, pension plan investments, the global financial market and economies.
- Knowledge of both international and domestic capital markets, including stock, bond, real estate, private equity, hedge funds and other investment vehicles.
- Knowledge of Federal, State, and City statutory and regulatory provisions concerning investments.
- Knowledge of analytical techniques to conduct studies, evaluate findings, and make recommendations concerning effectiveness, efficiency and productivity of projects/programs that are being monitored or considered.
- Knowledge of investment attribution systems and PC software applications including spreadsheets and databases.
- Skill in portfolio management, global financial markets and economics, and current investment instruments.
- Skill in financial analysis, including asset allocation modeling, investment risk and return parameters, strategic and tactical investment strategies, and investment performance management.
- Ability to interpret and explain complex, technical, industry-specific financial and legal terms and conditions.
- Ability to clearly articulate complex investment issues to the Board, public officials, large groups and stakeholders.
- Ability to negotiate and monitor investment-related contracts and resolve contract violations.
- Ability to prepare, interpret, and devise financial reports and statements.
- Ability to establish and maintain effective working relationships with a broad spectrum of officials, investment managers and custodial bank officials, consultants, auditors, actuaries and representatives of other groups.
