SALARY RANGE : $43,901.00 - $69,639.00 Annually

BACKGROUND CHECK : Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and / or Fingerprint screening and must be successfully completed.

PROBATION : All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.

The Mayor's Office of Employment Development (MOED) coordinates and directs workforce development initiatives responsive to the needs of Baltimore City job seekers and employers to strengthen the local economy. MOED's mission is to deliver economic justice to Baltimore residents. POSITION OVERVIEW

The Job Developer will support MOED's programs by developing employer partnerships that facilitate both participant employment opportunities and the workplace adoption of the Recovery-Friendly Workplace (RFW) model. Additionally, this position will provide intake assessments, resource navigation, mentorship, and support services to participants enrolled in workforce development.

ESSENTIAL FUNCTIONS

  • Assist in developing a strategic outreach plan and coordinate and conduct information sessions and outreach events to promote MOED's Recovery Friendly Workplace initiative.
  • Engage and partner with Baltimore City businesses to promote, develop, and sustain the RFW model.
  • Provide guidance to employees of MOED's Recovery Friendly Workplace partners seeking recovery and Substance Use Disorder (SUD) resources.
  • Provide workplaces with information and resources to promote health, well-being, and recovery for themselves and their family members.
  • Consult with employers to plan training related to substance misuse, behavioral health, and addiction that are tailored to the company's specific needs.
  • Support interested companies in finding evidence-based practices to meet their individualized needs.
  • Assist businesses with participating in public awareness and education events in their communities.
  • Engage 50 Baltimore City residents impacted by substance use disorder to connect them to employment.
  • Conduct intake and initial assessments of service needs; aid customers in accessing programs and services; provide appropriate referrals to programs and services as a result of intake assessment.
  • Assist customers in identifying required documentation for program eligibility and navigating resources to obtain missing documents.
  • Accurately input data, notes, and services into trackers and databases in a timely manner.
  • Assure quality service delivery with follow-up communication and surveys to participants and / or employers.
  • Represent MOED and / or provide participation at functions of trade organizations, professional societies, merchant associations, vendor open houses, and community events. Maintain effective working relationships with businesses, MOED partners, and other city agencies.
  • Perform other related duties as required.

EDUCATION AND EXPERIENCE REQUIREMENTS

The qualifications / requirements, knowledge / skills / abilities and physical demands or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.   • High school graduation or the equivalent, with a bachelor's degree in business or a related field preferred
  • Certified Peer Recovery Specialist (CPRS), or the ability to gain certification within 12 months of employment
  • Must be in a state of recovery for at least two years from a substance use disorder
  • Intermediate skills in the use of MS Office Suite
  • Valid driver's license in good standing with access to a vehicle
  • KNOWLEDGE, SKILLS, AND ABILITIES

  • Considerable knowledge of behavioral health recovery, treatment, and social programs available in Baltimore.
  • Strong presentation skills, ability to speak persuasively, and to close a deal.
  • Interviewing and assessment skills, with the ability to effectively identify specific needs.
  • Strong and effective spoken and written (English) communication skills, including listening carefully during customer assessments and clearly conveying client needs.
  • Ability to effectively analyze and diagnose information, organize work, determine priorities, and complete assigned duties with minimal supervision in a timely manner.
  • Ability to effectively access and use computerized systems and equipment.
  • Ability to develop and maintain effective, collaborative working relationships with coworkers, outside agencies / organizations, and the general public, with special sensitivity to the needs and priorities of individuals in recovery.
  • Ability to work with sensitive, personal / demographic information and maintain appropriate confidentiality.
  • Ability to effectively demonstrate and use interpersonal skills, including interacting with persons who have diverse educational, cultural, ethnic, and language backgrounds.
  • Ability to recognize business-related problems and facilitate resolution.
