PROGRAM MANAGER

POSTING DATE: January 28, 2025

SALARY RANGE: $120,166 - $159,136

BACKGROUND CHECK

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.

PROBATION

All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.

Responsibilities

OVERVIEW:

The Opioid Restitution Program Manager will be responsible for project management and coordination to support the alignment of settlement fund processes and decisions with the city-wide response including aspects of development, administration, budgeting, grant management, and reporting for Baltimore City’s Opioid Restitution Fund. This position will report directly to the Executive Director of Overdose Response and will work closely with city agency and departmental staff, as well as community partners involved in prevention, education, harm reduction, treatment and recovery support.

DUTIES AND RESPONSIBILITIES:

  • Provide project management and coordination to support the city-wide response to the overdose crisis
  • Provide support for the meetings and functions of the Restitution Advisory Board, including robust public involvement, accountability, and transparency in allocating and accounting for the monies in the Fund
  • Coordinate and engage with community members and key stakeholders around overdose prevention; participate, organize, and liaise with teams associated with program implementation and substance use disorders.
  • Provide feedback on alignment among funding requirements and community engagement
  • Coordinate reporting for Baltimore City’s Opioid Restitution Fund; including the city-wide overdose strategy, transparency and accountability plan, community engagement plan, and the annual report to the Mayor and City Council
  • Serve as a liaison to the Mayor’s Office of Recovery Programs (MORP) to ensure effective disbursement of opioid restitution funds to community-based organization and city agencies
  • Manage and control day to day program needs, issues, and quality
  • Other duties as assigned

PERFERRED QUALIFCATIONS

Education And Experience

  • A bachelor’s degree in public health, public policy, or related field. A master’s degree in public health, public policy, or related field is a preferred
  • A minimum of 5 years of professional experience working in the development and implementation of public health programming, with a particular focus on substance use disorder and/or behavioral healthcare
  • Experience working with people who use drugs and other vulnerable populations in a non-judgmental manner, and with empathy and integrity
  • Experience in managing complex, multi-stakeholder, system relationships, change efforts and/or processes
  • Attention to detail, including administrative processes required to execute complex projects
  • Solution-driven, with the ability to effectively problem-solve
  • Ability to manage competing demands and priorities and work on multiple high priority projects in a fast-paced environment
  • Excellent written and oral communication skills

PERFERRED QUALIFCATIONS

  • Experience working with local, state, and or Federal agencies to advance health equity and social justice.
  • Personally impacted by the overdose crisis
  • Knowledge of city agencies and community resources addressing the impact of the overdose crisis in Baltimore City
