Main Purpose of Job
The main purpose of the Director of Operations is to coordinate all activities related to SSA’s mission and operations pertaining to the child welfare and adult services electric management systems as well as ensuring that accurate and timely data can be collected, managed, organized, analyzed, and reported on for research and evaluation. This also requires a high level of quality assurance oversight with regards to the EMS. This is a high-level position requiring skill in data management, organization, and analysis, including knowledge and experience in using Structured Query Language (SQL) and statistical software such as SAS (Statistical Analysis System). Working knowledge of geo-mapping software is preferred. This work includes ongoing data analysis, report development and maintenance, report writing, development and analysis of federal, State, and Department indicators.
POSITION DUTIES
- Develop and maintain data required for interagency projects using SQL and Qlik reporting tools.
- Assist in responding timely and accurately to urgent and ad hoc data requests from the Governor, Governor’s Office, Maryland General Assembly, DHS Secretary, DHS Communications Director, SSA Executive Director, LDSS Directors, SSA staff, and external stakeholders.
- Provide training and technical assistance to state and local partners on data collection, management, analysis, and reporting via the state/local Reports Workgroup.
- Modify or create new CJAMS reports using SQL and other recommended reporting tools.
- Develop and maintain data and indicators used for State Stat, Child Welfare Results Report, Adult Services Reporting, and Quality Assurance using spreadsheet, database, statistical, and geo-mapping (preferred) software.
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree in social work, public administration, business administration or a related field.
Experience: Five years of progressive experience in data analysis, systems administration, performance management within a social services entity or government agency. Two years of the required experience must have been in a leadership role. One year of the required experience must have involved using a child welfare management system of record, such as Child, Juvenile, and Adult Management System (CJAMs).
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- Master’s Degree in Public Policy, Public Administration, Business Administration, Data Analytics or a related field.
- Two years of experience in management of child welfare, adult service, or related human services entity with strong knowledge of research and data analysis.
- Two years of experience in project management and implementation of a strategic initiative achieving an organizational goal, and demonstrating skills in business/data analytics, leadership, communication, and building consensus.
- Two Years of experience using Excel to create spreadsheets.
