ELIGIBILITY

EDUCATION ACCREDITATION
Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.
Class Description
A Solid Waste Superintendent plans, coordinates and oversees solid waste and recycling collection and maintenance operations of one of two assigned City-wide districts or the cleaning, boarding and securing of real estate property. Work of this class involves directing the activities of solid waste collection, maintenance, laboring, equipment operation and office support work units.
Incumbents receive moderate supervision from a technical superior.
Employees in this class work a conventional workweek including rotating shifts, evening hours and callback for emergencies as required. Work is performed in the office and at work sites in the field where there may be exposure to inclement weather, poor driving conditions, animal and insect bites and hazardous waste. Work requires minimal physical exertion.

Minimum Qualifications

EDUCATION: Have a bachelor’s degree from an accredited college or university.
AND
EXPERIENCE: Have five years of experience in solid waste collection, grounds or highway maintenance and repair work or in marine operations or marine maintenance work or property management, building inspection or building maintenance and repair work, including two years of such supervisory responsibilities as disciplining, evaluating the performance of, and recommending the hiring, firing and promoting of others.

NOTES (EQUIVALENCIES): Equivalent combination of education and experience. Non-supervisory experience or education may not be substituted for the required supervisory experience.
NOTES: Incumbents must be eligible to obtain a Certificate of Appointment as a Special Enforcement Officer by the Police Commissioner of the City of Baltimore prior to hire. - Knowledge of operations, standard practices, techniques and procedures of construction and rehabilitation programs.
- Knowledge of the techniques, tools and equipment used in property and building maintenance.
- Knowledge of techniques used in securing properties.
- Knowledge of the techniques, tools and equipment used in maintenance and repair work.
- Knowledge of the operation and maintenance of complex equipment.
- Knowledge of safety practices and procedures.
- Skill in observing and identifying objects and activities that serves as evidence of an environmental or sanitary code crime or violation.
- Ability to plan and direct a solid waste operation in an assigned district of a large jurisdiction.
- Ability to understand and interpret ordinances, laws and regulations pertaining to solid waste collection.
- Ability to establish and maintain effective working relationships with the general public, special interest groups, property owners, tenants and others.
- Ability to communicate effectively orally and in writing.
- Ability to plan, schedule and coordinate the work of others.
