EDUCATION ACCREDITATION

Class Description
A Utilities Installer and Repairer III maintains, repairs and installs water mains, service pipes, water meters, fire hydrants, sanitary house connections, manholes, wastewater collection pipes, mains, storm drains and related appurtenances of the water distribution and wastewater collection systems. Work of this class may involve leading utility installers and repairers but does not involve supervisory duties or responsibilities.
Incumbents receive moderate supervision from a technical superior. Employees in this class work a five-day workweek including evenings, weekends and holidays on a rotating basis, and are subject to 24-hour call-back on a rotating basis and as required for emergencies or held over until properly relieved or for emergencies. Work is performed outdoors where incumbents are exposed to inclement weather, working in confined spaces such as manholes or excavations and traffic. Work requires strenuous physical exertion including frequent bending, stooping, crawling, reaching, pushing, pulling and lifting of heavy objects.

Minimum Qualifications

EDUCATION: Have graduated from an accredited high school or possession of a GED certificate.
AND
EXPERIENCE: Have two years of experience in the construction, installation, maintenance and repair of a water distribution system or storm water and wastewater system.
LICENSES, REGISTRATIONS AND CERTIFICATES
Have a valid Maryland Class C Non-Commercial driver’s license or an equivalent driver’s license and eligible to obtain a Baltimore City driver’s permit.
Employees must obtain within six months of hire, and maintain, a certificate indicating that they have successfully completed the Temporary Traffic Control Manager’s training course in accordance with the specifications of the Maryland State Highway Administration of the Department of Transportation.
Employees hired or promoted into this classification after March 1, 2015, will be required as a condition of employment:

- To apply within 30 days to obtain a temporary State of Maryland Wastewater Collection Class C2 or Water Distribution Class D1 Certifications as issued by the State of Maryland Board of Waterworks and Waste Systems Operators. Proof of temporary licenses must be submitted to the supervisor and Human Resources within six months of hire.
- To obtain and maintain Permanent State of Maryland Wastewater Collection Class C2 or Water Distribution Class D1 Certifications issued by the State of Maryland Board of Waterworks and Waste Systems Operators within three years from the date of hire/promotion.
- Failure to obtain or maintain certifications may result in demotion or termination of employment.
Required Knowledges, Skills And Abilities
- Knowledge of the tools, materials and equipment used in the installation, maintenance and repair of water mains, service pipes, water meters and related appurtenances of the water distribution system and of sanitary house connections, manholes, wastewater collection pipes and mains and storm drains.
- Knowledge of the methods, techniques, standards, tools and equipment used in street and highway maintenance and repair work.
- Knowledge of safety precautions.
- Ability to perform and interpret simple chemical tests.
- Ability to maintain records and write reports.
- Ability to ensure compliance with utility maintenance and repair related safety regulations.
- Ability to ensure compliance with preventive maintenance programs for vehicles and equipment.
- Ability to train new employees.
- Ability to assign and review the work of others.
