DUTIES AND RESPONSIBILITIES
Essential Job Functions: Monitor, review, evaluate and archive compliance documentation associated with federal, state and local regulations on water quality, collection system, grease & grit, and storm water. Research, evaluate, inspect, conduct on-site assessment and document findings accurately, under limited supervision, on both new and existing commercial and industrial businesses. Inspects, evaluate, and investigate sewer lines manholes and grease/grit trap associated with commercial/industrial businesses. Analyze, locate and investigates sanitary sewer blockages using maps, archival information and research. Interprets then implement federal and state regulations plus local ordinances with consistency and objectivity to ensure compliance. Resolve non-compliance via developing corrective actions plans, penalty schedules, compliance agreements, enforcement actions and associated monitoring. Evaluates existing compliance installations, including grease/grit trap, BMP, and compliance schedule. Accurately documents, compiles, maintain, and archives compliance records and reports. Participates, develops, and gives presentations, workshops, and/or meetings on educating the public and businesses on safe drinking water, grease/grit trap and storm water requirements. Coordinate environmental response on scene during illicit discharge, spill, HazMat, and contamination incident.
Other Job Functions: Works with other City divisions on environmental issues and perform other assigned duties as required. Position classified as Essential Personnel by the City of Beaumont.
WORKING CONDITIONS
Works inside and outside in all types of extreme weather conditions and differing types of terrain; is exposed to dust, dirt, raw sewage, untreated water, chemicals, sludge, grease, grit, gases, fumes, and loud noises. Must be available to work Monday thru Friday, 8:00 a.m. - 5:00 p.m. Must be available to work overtime and after hours as needed. Will be assigned to bi-weekly Emergency Response Rotation, which require being on call and responding to spill incidents. While on Emergency Response Rotation, must be available, answer and respond when notified by Emergency Management, Dispatch or authorized City personnel of any spill and/or emergency, then arrive on scene within forty-five (45) minutes of the notification.
MINIMUM ESSENTIAL QUALIFICATIONS
Knowledge: Knowledge of sampling techniques, sample preservation, sanitary sewer collection, wastewater and stormwater characteristics. Knowledge of computer programs including MS Office Suite, and data base systems. Some knowledge of backflow prevention assemblies and their application. Some knowledge of wastewater and water conveyance systems. Some knowledge of manual tasks and tools required for area of work assignment. Some knowledge of field sampling tools, analytical meters, and protocols.
Skills/Abilities: Must be able to follow complex instructions, regulations, protocols and complete assignments with minimal supervision. Must be able to operate a computer, perform data entry, compose report and file per protocol. Must be able to hear, read, write and speak English; ability to safely operate hand tools including pick, screwdrivers, and wrenches; ability to drive a truck, van or car, to read maps, blueprints and sketches. Ability to communicate and interact effectively with the public and other employees; express thoughts in writing; ability to understand, follow and issue oral and written instructions.
Physical Requirements: Constantly sees and hears; frequently requires stamina, bends, climbs, crawls, stands, stoops, walks, carries, holds, drags, pushes, pulls and lifts objects weighing up to 60 lbs., uses physical dexterity, drives a vehicle, uses equipment, cleans, types, writes by hand, files and sorts.
Education/Experience: College degree in environmental/life science field, biology, and/or chemistry; minimum two (2) years experience in wastewater/water environmental inspections and collection. Additional water and/or wastewater state training preferred.
Other: Must possess a valid Class C driver's license with a good driving record. Other state valid Driver's License equivalent to Texas Class C with a good driving record will be considered. Texas state law requires within 30 days of residency, you must possess a valid Texas driver's license. Applicant selected for hire shall be subject to drug/alcohol screen test.
