SUMMARY
Under the direction of the City Engineer, provide technical assistance in the preparation and review of plans and specifications for municipal water, wastewater, drainage, streets, and traffic systems. Provide technical assistance to Public Work Department, citizens and other City departments regarding the Capital Improvement Program, construction management, and development by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Reviews and analyzes plats, plans and specifications, and shop drawing submittals for new construction projects for conformance with Master Plans, City standards, and good engineering practices.
- Assists in representing Public Works as a member of the Development Review Committee.
- Manages assigned projects, which includes: overseeing the design, bidding, and construction of projects; participating in the selection of design consultants; reviewing plans; coordinating and administering construction bidding processes; administering construction contracts; responding to technical project inquiries; approving payments within established guidelines; monitoring project budgets; ensuring conformance with project timelines and fiscal constraints; authorizing payments to contractors; administering construction contracts; and/or, performing other related activities.
- Schedules and attend pre-construction meetings with contractors, developers, and engineers prior to construction.
- Supports Capital Improvement projects by performing plan review, quantity checks, preparing specifications and bid documents and other tasks related to design and construction.
- Reviews of contractor bid submissions; reviews and approves monthly pay applications submitted by contractor for Capital Improvement Projects; and reviews and approves shop drawing submittals by contractors.
- Coordinates and consults with outside sources as appropriate during project development such as Corps of Engineers, Federal Emergency Management Agency, Texas Department of Transportation, other municipalities, and the North Central Council of Governments, Texas Natural Conservation Commission, and the United States Environmental Protection Agency.
- Interacts with Construction Inspectors daily to answer questions and resolve problems.
- Creates, updates, and maintains numerous reference materials, manuals, and brochures, which may also include forms, checklists, plats, board packets, reports, and/or other related information.
- Coordinates and performs technical work (under supervision of the City Engineer) pertaining to quality control review of private development construction plans and specifications. Provides floodplain and traffic information to citizens and other City departments.
- Collects and compiles data for support of projects and existing City infrastructure and prepares data in the appropriate format.
- Research requests, suggestions, complaints and engineering alternatives from City staff, officials, and citizens.
- Provides citizens, contractors, and other City departments with engineering and technical information and materials, both verbally and through written reports or letters.
- Maintains and supports good record keeping of infrastructure, development and project archives, using GIS and other systems.
- Establishes and maintains good working relations with developers, engineers, contractors, franchise utilities, and regulatory agencies.
- Regular and timely attendance is required as well as the ability to get along with others in a professional and cordial manner.
- Performs other related duties and tasks assigned.

EDUCATION and/or EXPERIENCE
- Bachelor’s Degree (B.S.) from an ABET accredited four-year college or university in Civil Engineering or related field.
~OR~
- Four (4) years’ experience in Civil Engineering in reviewing, designing, planning, and directing engineering projects related to municipal and private development.
CERTIFICATES, LICENSES, REGISTRATIONS
- Must possess a valid Texas Driver’s License.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
- Civil engineering principles and practices as applied to municipal public works, including planning and development, design and construction, and operation and maintenance.
- Applicable local, state, and Federal laws, rules, codes, regulations, requirements, City policies and procedures, and other governing documents.
- Construction methods of preparing designs, plans, specifications, estimates, reports, and recommendations relating to a variety of public works projects.
- Urban planning principles and land development include grading, drainage, street and utility design preferred.
Skills in:
- Reading, interpreting, analyzing, and applying the concepts and principles of engineering, as well as other relevant laws, rules, contracts, ordinances, regulations, and guidelines.
- Utilizing AutoCAD and ARCGIS software applications.
- Planning, coordinating, and prioritizing a variety of engineering projects and supervising and participating in the preparation and management of plans, drawings, specifications, diagrams, and sketches pertaining to public works constructions and development projects.
- Preparing and presenting clear, concise, and competent reports, both orally and in writing.
- Establishing and maintaining effective work relationships.
Ability to:
Read and understand engineering plans, subdivision plats, letting contracts and other engineering records such as technical materials, reports, and journals.
