What are the responsibilities and job description for the Public Safety Lead Dispatcher position at CITY OF BEDFORD?
SUMMARY
Performs all duties and responsibilities of a Dispatcher. May supervise, coordinate activities, and provide technical expertise to Dispatchers. Serves as the direct supervisor in the absence of the Public Safety Dispatch Supervisor. Scheduled hours will consist of one (1) dayshift rotation annually with an emphasis on evenings and night shifts.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Answers incoming 9-1-1 and non-emergency phone calls in a timely, courteous, and professional manner. Gathers accurate information from callers and maintains contact with callers when necessary to obtain in-progress information.
- Prioritizes and coordinates all Police, Fire/EMS, and other emergency requests following established guidelines. Relay information in a clear and concise manner to appropriate radio unit(s).
- Performs inquiries and/or enters information into computer databases (to include the entering/removal of warrants in the municipal and/or regional database) ensuring documentation is completed promptly and accurately.
- Serve as Associate Trainer, responsible for the scheduling and facilitating of TCIC/NCIC Full Access and Less-Than-Full Access classes to all departmental personnel in accordance with state and federal laws.
- Make inquiries and retrieves information from statewide and in-house computer databases.
- Processes open records request for 9-11 recordings.
- Performs monthly TCIC validations and audits.
- Assists the Communications Supervisor with scheduling requests for time off, maintaining appropriate staffing levels, and weekly payroll.
- Performs or coordinates training for new hires, reviews daily observation reports and recommends needed or additional training and maintains a record of state mandated training for all dispatchers.
- Considered essential personnel and required to work scheduled shift regardless of weather conditions.
- Attends meetings in the absence of Dispatch Supervisor and participates in the Department’s CAD/RMS build team.
- Assists with quality assurance program in the review of call quality assessment.
- Supports and models the purpose, vision statement, and core values of the Bedford Police Department, and contributes to the positive culture of the dispatch.
- May perform and handle other assignments as required.
- Regular and timely attendance is required as well as the ability to get along with others in a professional and cordial manner.
SUPERVISORY RESPONSIBILITIES
Directly supervises employees in the Communications area. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include training employees, planning, assigning, directing work, appraising performance, addressing complaints, and resolving problems.

EDUCATION and/or EXPERIENCE
High School Diploma or general education diploma (GED) and four years of public safety communications experience
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organizations.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percentage and to draw and interpret bar graphs.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
CERTIFICATES, LICENSES, REGISTRATIONS
- Must meet all requirements for the position of Dispatcher.
- Must have current Advanced or Master TCOLE certification in Public Safety Telecommunications.
- Must have current sixteen (16) hours TCIC Certification and pass recertification every two years. Must meet all the requirements.
- Desired: Emergency Medical Dispatching Certification.
SPECIALIZED KSA’S
Desired: knowledge of computer aided Dispatch system, operation and utilization of the computerized database. Demonstrated ability to multi-task through applicant dispatch testing. Ability to operate the 911 phone system, voice recording system, paging software, weather siren software and other equipment required by this position. A minimum keyboard speed of 35 wpm is required.
