The City of Bellflower is recruiting for a full-time Senior Accountant to join the City's Finance Department. The Senior Accountant will perform a wide variety of specialized, complex, advanced journey level professional accounting duties in planning, organizing, and reviewing activities related to the management of the City's revenues; will perform and assist with the specialized accounting work, financial reporting, budgeting, cash management, fixed assets maintenance, financial and grant audits, and data processing; will oversee and coordinate assigned accounting processes, procedures, and programs; and will provide highly responsible and complex staff assistance to the Finance Manager and Finance Director. The Senior Accountant will also provide supervision and training to staff and will assign work as approved by the Finance Manager or Finance Director.

Examples Of Duties

  • Provide professional, specialized, complex, and advanced journey level staff assistance and coordination in support of accounting functions and programs including revenue, financial reporting, budgeting, cash management, fixed assets maintenance, financial and grant audits, and data processing.

Develop or update the municipal code, resolutions, and policies relating to City revenues including taxes, licenses, franchises, permits, grants, fines, leases, fees, and charges; create, implement, and maintain goals, objectives, priorities, policies, and procedures of the revenue management operations.

Analyze, interpret, and apply existing and new legislation and regulations including the municipal code, resolutions, and policies; provide related detailed analysis, reports, statements and other written documents.

Maintain adequate internal controls over the City's revenues and handle daily cash management by securing all revenues collected by the City; verify accuracy and completeness of funds collected; perform periodic audits of revenues and cash management.

Prepare agenda items and presentations for City Council meetings.

Prepare bank reconciliations; create adjusting and closing journal entries.

Seek additional revenue sources, grants, and other cost saving measures.

Maintain the fixed assets system.

Coordinate with the front desk clerical employees serving the public for problems and inquiries related to business licenses.

Conduct and analyze periodic revenue surveys to update the City's revenue and fee structure.

Prepare and assist with the budgets, ACFR, and intergovernmental forms and reports.

Assist with the year-end closing and audits.

Prepare and assist in preparing and analyzing monthly statements for revenues and expenditures.

Coordinate grant administration with other departments and granting agencies, and provide assistance during the application process when required.

Research, collect, compile, and analyze information from various sources on a variety of specialized accounting topics; prepare comprehensive accounting records, reports, and summaries to present and interpret data, identify alternatives, and make and justify recommendations.

Audit account numbers and balance appropriations available for financial demands and purchase orders; review account balances and entries for errors.

Assist the Finance Manager with special projects as required.

Conduct performance evaluations of personnel, giving frequent and specific feedback about personnel.

Perform other duties as assigned.

    Modern office practices, methods, and computer equipment.

    Safe driving principles and practices.

    Ability to :

  • Establish and analyze accounting systems and procedures.

    Perform financial analysis and auditing.

    Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of revenue and accounting goals.

    Research, analyze, and evaluate accounting and revenue programs, policies, and procedures.

    Develop and prepare an assigned budget and control expenditures.

    Prepare clear and concise correspondence and reports on a variety of financial, accounting, and budgetary issues.

    Independently perform the full range of complex, responsible, and advanced analytical and administrative work involving the use of independent judgment and personal initiative.

    Operate modern office equipment including computer equipment and specialized software applications programs.

    Interpret and apply administrative and department policies and procedures.

    Communicate clearly and concisely, both orally and in writing.

    Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

    Supplemental Information

    Education and Experience :

    Equivalent to graduation from an accredited four-year college or university with major coursework in accounting, finance, business administration, or a closely related field and seven (7) years of responsible professional accounting or auditing experience.

    Licenses and Certifications : Possession of an appropriate, valid California driver's license and insurability at regular rates for the City's automobile insurance by time of appointment.

    Selection Process :

    The selection process may include, without limitation : Application review and evaluation, written examination, performance test and interview. All employment offers made by the City are contingent upon establishing proof of a prospective candidate's legal authorization to work in the United States and successfully passing all components of the pre-employment process, such as : Fingerprint criminal history check, post-offer drug test, and post-offer medical examination, the cost of which will be borne by the City.

    Physical Demands :

    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighting up to 25 pounds.

    Each full time employee receives 80 hours of vacation their first year of employment increasing each year by 8 hours to a maximum accrual of 200 hours per year. Sick leave accrues for full-time employees at the rate of twelve days with pay for each calendar year of service. Twelve paid holidays are observed each year by the City of Bellflower.

    Full time City employees are members of the CalPERS Retirement system. New members pay a portion of their salary towards their 2@62 retirement and Classic members pay 7% of their salary towards their 2@55 retirement. The City of Bellflower pays into Social Security. The City will match full time employee's contribution to a deferred compensation account, up to 4% of salary.

    The City provides medical insurance through CalPERS, dental coverage through Delta Dental and Vision coverage through EyeMed Vision.
