Job Summary:

The City of Bellmead seeks a dedicated and experienced Human Resources Manager to oversee all aspects of HR operations. This role includes employee relations, compensation and benefits, recruitment, training, compliance, risk management, and payroll administration. The HR Manager will ensure adherence to applicable laws, regulations, and city policies while fostering a collaborative and positive workplace culture.

Key Responsibilities:

  • Administration:
    • Develop and refine HR policies and systems to align with organizational goals.
    • Conduct HR audits and advise city leadership on HR matters.
    • Maintain the HR department’s webpage for accessibility.
  • Compensation & Benefits:
    • Manage job classifications, salary structures, and benefits programs.
    • Coordinate salary surveys and recommend pay adjustments.
    • Oversee open enrollment and benefits communication.
  • Payroll Administration:
    • Ensure bi-weekly payroll accuracy and compliance with federal and state laws.
    • Submit payroll-related reports, including 941 forms and W-2s.
  • Employee Relations:
    • Serve as a resource for workplace issues and performance management.
    • Conduct investigations of complaints and ensure fair application of policies.
  • Recruitment & Retention:
    • Lead recruitment efforts to attract and retain top talent.
    • Design onboarding programs and integrate new hires effectively.
  • Training & Development:
    • Conduct training needs analyses and develop comprehensive programs.

    • Partner with department heads to align training initiatives with objectives.
  • Risk Management:
    • Manage workers’ compensation claims and implement safety training.

Qualifications

Education: Bachelor’s degree in HR Management, Business Administration, Public Administration, or related field required. Experience: Minimum of five years of progressive HR experience, including payroll administration. Certifications: PHR or SPHR certification preferred (required within one year of hire). Valid Texas Driver’s License required.

Miscellaneous Information

The City of Bellmead offers an excellent benefits package, including: Health Insurance: Three health plans through Blue Cross Blue Shield, with 100% of the employee-only premium covered for the EPO-HSA Plan. The City contributes $50 to the employee’s HSA and matches contributions up to $25 per month. Dental Insurance: Coverage through Blue Cross Blue Shield with 100% of the employee-only premium covered. Vision Insurance: Offered through Blue Cross Blue Shield (employee-paid). Long-Term Disability Insurance: Provided at no cost to employees, covering 60% of monthly earnings (up to $7,500/month). Life Insurance/AD&D: Coverage of 1x the employee's salary (minimum of $50,000) at no cost, with additional coverage available at the employee's expense. Retirement Plan: Membership in the Texas Municipal Retirement System (TMRS) with a 7% employee contribution and a 2:1 employer match. Employees are vested after 5 years and eligible for retirement with 5 years of service at age 60 or 25 years of service at any age.
