The City of Bellmead seeks a dedicated and experienced Human Resources Manager to oversee all aspects of HR operations. Key Responsibilities:

Administration:
- Develop and refine HR policies and systems to align with organizational goals.
- Conduct HR audits and advise city leadership on HR matters.
- Maintain the HR department’s webpage for accessibility.

Compensation & Benefits:
- Manage job classifications, salary structures, and benefits programs.
- Coordinate salary surveys and recommend pay adjustments.
- Oversee open enrollment and benefits communication.

Payroll Administration:
- Ensure bi-weekly payroll accuracy and compliance with federal and state laws.
- Submit payroll-related reports, including 941 forms and W-2s.

Employee Relations:
- Serve as a resource for workplace issues and performance management.
- Conduct investigations of complaints and ensure fair application of policies.

Recruitment & Retention:
- Lead recruitment efforts to attract and retain top talent.
- Design onboarding programs and integrate new hires effectively.

Training & Development:
Conduct training needs analyses and develop comprehensive programs.
- Partner with department heads to align training initiatives with objectives.

- Manage workers’ compensation claims and implement safety training.
Qualifications
Education: Bachelor’s degree in HR Management, Business Administration, Public Administration, or related field required. Experience: Minimum of five years of progressive HR experience, including payroll administration. Certifications: PHR or SPHR certification preferred (required within one year of hire). Valid Texas Driver’s License required.
