The City of Bend Transportation and Mobility Department is actively recruiting for one (1) full-time, regular, Health and Safety Compliance Coordinator. This opportunity is represented by the City of Bend Employee Association (COBEA) and is FLSA non-exempt (overtime eligible).

Position Overview:

Reporting to the Director of the Transportation & Mobility Department, the Health and Safety Compliance Coordinator performs a variety of code compliance tasks relating to building and nuisance codes within Right-of-way. Work is varied within the multifaceted subject matter, but standardized situations require the ability to make impactful decisions with compassion, while encouraging compliance of city code. Some situations and/or challenges may not be covered by policy or guidelines. Expertise is developed for certain tasks specific to the work area or team. Work at times can include coordinating the removal of graffiti, abandoned camps, litter clean-up, vehicles or trailers in right-of-way, and biohazards.  Work includes both proactive efforts and responding to request for enforcement of right-of-way codes such as sidewalk conditions, winter operations, or vegetation control. Candidates will be required to interpret, apply, and enforce State and local laws and ordinances to ensure public safety; coordinate responses to changing regulatory compliance and notices of violations from various agencies; review track and document corrections or violations cited and confirm appropriate responses are filed with citing agencies; manage work orders and associated costs involved. Candidates for this position will be required to work weekends. Various work schedules can be considered with the successful candidate including five (5) eight (8) hour days, four (4) ten (10) hour days, or a 9/80 schedule.

Duties and Responsibilities

The individual in this position is expected to engage in the following work-related activities.

Provides customer service to the public, external agencies, staff, and/or other interested parties regarding applicable policies and procedures related to code enforcement activities in regards to sidewalks, parking, landscaping, garbage, debris, graffiti, etc.; researches and responds to complaints, inquiries, and/or requests for information

  • Identifies, removes, and disposes of illegal signs posted in inappropriate areas.
  • Assist maintenance team members with noticing, posting, and coordinating compliance of codes with within City Right-of-way such as sidewalk, parking, landscaping, vegetation, garbage, debris, graffiti, and citizen service requests.
  • Assists organization with noticing, posting, and coordinating the clean-up of houseless encampments.
  • Ensure compliance with legal and environmental standards and regulations, overseeing proper collection and storage protocols, collecting data, and liaising with other City departments, outside agencies, property owners, law enforcement, contractors and the public to ensure collaborative and efficient operations.
  • Attend meetings and briefings with staff, other agencies, and interest groups, related to municipal code compliance issues within the City.
  • Conducts field inspections for code and regulatory compliance and/or other related issues within the Right-of-way; identifies violations and issues warnings and/or notices to ensure compliance; enters inspection notes and activities into applicable database.
  • Prepares and maintains a variety of documentation related to operational activities and cases.
  • Complies with safety requirements of the position and actively promotes safe work practices.
  • Repeatedly follows all safety protocols when cleaning and disposing of bio-hazards and other dangerous materials.
  • Works cooperatively with colleagues, program managers, and stakeholders.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure. Other related duties as assigned.
  • Perform other duties of a similar nature or level within the Transportation and Mobility Department

 Supervisory Responsibility

This position is a non-management position and does not encompasses supervisory responsibility.

Skill Profile

The individual in this position is expected to possess and exhibit the following knowledge, skills, and abilities.

  • Maintain working knowledge of advanced elements of the program with significant community involvement.
  • Maintain working knowledge of Oregon revised statues, Federal or local laws and/or ordnances which may be pertinent to the position.
  • Experienced and maintained working knowledge of best practices in human services and mental health crisis practices. Communication, interpersonal skills as applied to interaction with coworkers, supervisors, the general public and other stakeholders sufficient to exchange or convey information to provide and receive work direction.
  • Prepare, read, analyze and interpret policy documents as well as complex financial reports and statements supported by statistical data and other documentation.
  • Manage a high volume of tasks at one time, including organizing and prioritizing own work.
  • Work independently with minimum direction while also working as part of a team and collaborating with others.
  • Demonstrate a high attention to detail.
  • Maintain working knowledge of software programs such as Microsoft Office including Word, Outlook, Excel and PowerPoint and other interactive computer programs as well as common office equipment.

EDUCATION, EXPERIENCE, CERTIFICATIONS AND/OR LICENSES

The following are the minimum qualifications for this position.

  • Bachelor’s degree (B.A./B.S.) from four-year college or university, AND
  • Four years of Public Relations, Law Enforcement or Public Administration experience; AND
  • Four years of relevant code experience; OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • FEMA Incident Command System (ICS) 100, 200, and 700 certifications, or ability to obtain within 6 months of hire
  • Current and valid Driver's license per City policies outlined in the Employee Handbook.

Preferred Qualifications

  • Degree in social Science / social work / human services or other related fields.
  • Professional Certification from Oregon Code Enforcement Association
