SUMMARY

As set forth by the Parks & Recreation Director, supervises and coordinates the daily activities of Parks Maintenance Foreman, Parks Crew Leaders, Parks Maintenance Workers, and other parks maintenance staff engaged in the maintenance of City grounds, parks, and recreational areas by performing the following duties.

 

LEVELS OF RESPONSIBILITY:

 

·         Supervisory responsibility: 4 Direct reports and 50-60 total personnel.

·         Annual Budget: $5,000,000 - $6,000,000.

·         Responsible Asset Value: $100,000,000 .

·         Technology Knowledge: Tyler Enterprises, Visio, Executime, BambooHR, Microsoft Office including Outlook, Word, Excel, and PowerPoint.

  

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Reporting relationships, work assignments, and work schedules may be subject to change in order to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. Other duties may be assigned.

 

Performs supervisory responsibilities by interviewing, hiring, and training employees; planning, assigning and directing work for over fifty full time employees and some seasonal laborers; appraising performance, rewarding and discipline employees; addressing complaints and resolving problems. Carries out supervisory responsibilities in accordance with the Department’s and the City’s policies and applicable laws.

 

Plans, administers, and supervises maintenance operations for the Parks and Recreation Department. This work includes oversight of programs for park maintenance, athletic fields, turf grass, urban forestry, horticulture, mountain bike trails, hard surface trails, aquatics, park facilities and capital improvements.

 

Assists the Parks and Recreation Director and the Deputy Director with the development of the annual operational budget.

Prepare bid packages, contracts and purchase orders for park maintenance projects and equipment.

Approves purchases transactions on all maintenance purchases. Assists the Parks and Recreation Director and Deputy Director with planning and implementing capital improvements.

 

Assists the Parks and Recreation Director and Deputy Director with reviewing plans and processes and participating in final approval of all new park development.

 

Maintains records and prepares monthly and annual maintenance program reports that include project status and completion, personnel hours, expense, budget status, etc.

 

Manages the use and maintenance of all parks and recreation vehicles, equipment and associated implements and attachments. Cooperates with other departments to specify, request, justify and acquire new vehicles. Ensure vehicles are routinely serviced and maintained in a safe operation condition.

Oversees Park safety audits on all facilities including playgrounds, swimming pools, playing fields and trails.

 

Resolves citizen and in-house complaints and requests. Delegates service requests / work orders to proper program / personnel.

 

Designated department 311 administrator.

 

Coordinates with Parks and Recreation Director, Deputy Director, special interest groups, and citizens to ensure all facilities are adequately maintained, safe and ready for public use.

 

Works with Parks and Recreation Advisory Board by attending meetings and providing administrative support.

 

Attends City Council meetings to represent Parks and Recreation related agenda items.

 

Attends and supervises various meetings and events as assigned to represent the City and the Parks and Recreation Department. This will include hours outside the normal workday.

 

Interprets City policies to workers.

 

Is the “lead” safety supervisor in the Parks department.  Monitors and enforces all safety regulations.

 

Perform other duties as assigned.

 

SUPERVISORY RESPONSIBILITIES Directly supervises Parks Maintenance Foreman, Parks Maintenance Crew Leaders, Maintenance Workers, and other parks maintenance support staff.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; addressing complaints and resolving problems.

 

QUALIFICATIONS  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. GENERAL KNOWLEDGE and/or EXPERIENCE Must have a general knowledge of maintenance practices and park facility management. Knowledge of developing and implementing a progressive turf grass management program, urban forestry program and oversee a horticulture program.

 

EDUCATION and/or EXPERIENCE Bachelor’s Degree (B.A. or B.S.) from a four-year college or university and ten years of related experience with a minimum of five years of management or supervisory experience; or equivalent combination of education and experience.

 

LANGUAGE SKILLS Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.  Ability to write routine reports and correspondence.  Ability to speak effectively before groups of customers or employees of organization.

 

MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. 

 

REASONING ABILITY Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with problems involving several concrete variables in standardized situations.

 

CERTIFICATES, LICENSES, REGISTRATIONS

Must have and maintain a valid drivers license. 

 

Possession of, or ability to obtain, license to handle and apply chemicals by the Arkansas Plant Board. 

 

 Ability to obtain a National Playground Safety Inspector’s Certification within two years of employment.

 

Must be proficient in use of a personal computer and other related software programs. Must be able to effectively operate standard office equipment.

While performing the duties of this job, the employee is regularly exposed to outside weather conditions.  The employee is frequently exposed to moving mechanical parts.  The employee is occasionally exposed to high, precarious places; fumes or airborne particles; toxic or caustic chemicals; risk of electrical shock; and vibration.  The noise level in the work environment is usually moderate.
