Job Summary:
Position is responsible for general supervision, collecting, analyzing, and disseminating statistics and information regarding criminal activity; and assisting in establishing patterns and trends to determine the most effective use of Police Department resources.
Scope of Responsibility:
Incumbent is able to work independently and exercise judgment and initiative. Incumbent receives only occasional instruction or assistance as new or unusual situations arise and is fully aware of the operating procedures and policies of the Police Department. Incumbent also regularly interacts with other members of the department and with the public.
Essential Duties and Responsibilities
- Provides information, statistics and reports to police commanders, city administration and city council for decision-making purposes; presents analysis and statistics in various internal and external forums; participates and provides information to police and city committees.
- Responds to ad hoc requests from the Chief of Police and Police Commanders for meetings and briefings; responds to ad hoc requests for data and reports from all levels and units of the department.
- Provides input and direction for command staff related to the use of analytical products for intelligence-led policing and informed decision-making.
- Prepares and presents complex and detailed statistical/analytical and research reports/information. Drafts correspondence and presentation materials. Presents research summations and converts findings to practical applications.
- Aids in guiding the department on how crime analysis products should be used to combat crime and disorder problems in the city.
- Provides statistical and other crime-related information to the public, other law enforcement agencies, city departments and the crime prevention and volunteer program; initiates and disseminates crime analysis reports and bulletins; develops and provides special crime analysis reports.
- Provides crime statistics to educational institutions in response to Clery requests.
- Completes photo lineups at the request of officers and detectives using the Yellowstone County Sheriff’s Office mug shot database.
- Prepares a variety of mapping (GIS) products, both static and interactive, including those that are the product of geospatial analysis; develops and produces crime maps using GIS applications and conducts spatial analysis of crime data, such as identifying current crime series and hot spots.
- Creates interactive web applications, maps and dashboards for police personnel to use in analyzing crime trends, track specific crimes and allocate resources. Researches and analyzes complex law enforcement data; forecast trends to aid in staffing and deployment of police personnel.
- Responsible for the procedures and techniques related to computerized mapping and analysis for the police department; ability to collect, conceptualize, interprets and prepares police data and to utilize this data to evaluate police deployment, responses and problem-solving efforts.
- Performs other duties as assigned.
Qualifications and Skills
Required Qualifications/Skills:
- Certificate in Geographical Information Systems (or similar program, ie Geospatial Technology).
- Experience using GIS mapping software and products, preferably Esri’s ArcGIS.
- Knowledge of statistical and crime analysis methods.
- Knowledge of Microsoft Office products including Outlook, Word, Access, Excel and Power Point
- Effective written and oral presentation skills.
- Must be able to successfully pass a pre-employment drug test, and a Federal and State criminal history background check.
Physical Demands and Working Conditions
Requires moderate physical effort, moving between 5 and 25 pounds, on an intermittent basis (less than 15% of the time). Requires high attention to detail or deadlines on an occasional basis (between 15% and 45% of the time). Work is in an office environment, free of excessive noise or other disagreeable elements; temperature is regulated, with less than 10 degree Fahrenheit variation.
