What are the responsibilities and job description for the Engineering Inspector II - Engineering position at City of Billings?
Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m.
Under general supervision, to perform a variety of duties involved in inspecting the workmanship and materials used in a variety of public works construction projects; to ensure conformance with plans, specifications and departmental regulations; and to administer a variety of systems and programs for the City.
Scope of Responsibility:
Incumbents have a high degree of understanding of department or functional operations and are able to work with considerable initiative. Working under management guidance, incumbents administer operating rules and procedures and may establish precedents within defined limits. Work product has noticeable impact on departmental operations with moderate impact on the overall organization. Incumbents have frequent interaction with staff, co-workers and key customers to provide detailed procedures and respond to technical questions.
Project Management Activities
- Serve as project manager on assigned projects.
- Perform office and field work involved in enforcing compliance with construction codes, ordinances, policies, and plans.
- Record amounts of materials used and work performed; prepare necessary reports for progress payments; recommend acceptance of completed construction work or requirement of additional work upon completion of project.
- Inspect and approve proper placement of traffic control devices for compliance with MUTCD.
- Conduct pre-bid and pre-construction conferences; prepare contract documents; prepare cost and budget for projects.
Design and Plan Review
- Review plans and specifications of assigned projects including street, storm drain, curb, gutter and sidewalk, ADA routes and ramps, street and alley pavement and grading, and water and wastewater distribution, collection and treatment systems installation and repair construction projects.
Construction Site Inspection and Investigation
- Inspect all phases of construction of public works and private development projects; inspect materials for identification as conforming to specifications and plans in accordance with City and State codes; collect field measurements and perform field tests.
- Inspect adjacent properties for damage from construction activity.
- Investigate resident complaints; confer with property owners regarding project schedule, hazards and inconvenience.
- Inspect and survey field design for drainage and City curbs, gutters and streets for hazards in need of repair; measure and record displacements; submit locations for repair; draft construction plans for street reconstruction and lighting reconstruction; perform various field inspection duties on street light repair and replacement projects and concrete improvements.
- Conduct permit inspections, site inspections, and recommendation for development projects; field check permit applications; issue permits.
- Manage and inspect City’s Utility Cut Program.
- Conduct materials testing activities, soil density. Maintain Nuclear Radiation License.
Division Operations
- Prepare daily activity records and reports; maintain complete and accurate files and databases.
- Review and approve permit applications and plans.
- Participate in the resolution of complaints received by the City; prepare work orders in response to complaints; schedule contract documents for work order projects; inspect work completed on work orders.
- Respond to and resolve public inquiries and complaints.
Performs other duties as assigned.
- Specialized training beyond high school and a total of five (5) or more years of combined education and experience in the construction industry, or equivalent
- A valid Montana driver’s license or must be obtained within thirty (30) days of employment
- Must have strong interpersonal skills
Preferred Qualifications and Skills:
- Experience with city government and knowledge of department or function operations
Work is a combination of an office environment and an outside environment primarily during the construction season. Occasional physical effort involving lifting of 25 pounds or less is required. Work requires high attention to detail or deadlines between 15% and 45% of the time. Exposure to disagreeable element at least one of which is intense between 15% and 45% of the time. In some department applications it is necessary to drive frequently.
