Position Summary
Reporting to the Mayor, an individual in this position is responsible for a variety of management, administrative, supervisory, and technical duties in planning, organizing, coordinating and directing all phases of the Parks, Recreation and Golf programs and functions, as well as maintaining responsibility for water services to Jensen’s Grove and other areas. Direct supervision is exercised over division supervisors who manage individual departments. The principal duties of the position are performed in a general office environment and outdoors, which may include exposure to hazardous weather conditions.
Primary Responsibilities
• Establishes and oversees the implementation of goals and plans designed to meet the annual and long-term objectives of the individual departments
• Directs the planning, preparation and administration of the department’s budgets, programs, activities and fee structures for the division
• Establishes and monitors administration and fiscal procedures to ensure effectiveness and cost efficiency of maintenance and levels of service
• Coordinates with the City’s Public Information Officer to ensure appropriate marketing to promote recreation programs and provide public awareness of activities
• Identifies revenue generating ideas to enhance funding opportunities for the Department and City
• Directs all aspects of groundskeeping, to include maintenance, weed and pest control, fertilizing and occasional landscape design/layout
• Functions as a liaison between the Parks, Recreation and Golf Departments and local residents, contractors, business representatives, government agencies, boards, committees, commissions and other related professionals
• Attends meetings, conferences, workshops and training sessions, as well as reviews publications and materials to remain current on changing trends in the industry, in order to meet the changing needs of the City
• Inspects and evaluates City-owned property, facilities, and equipment for public safety and use
• Prepares contracts and agreements for professional services and consultants and makes recommendations to the Mayor and Council that are in the best interest of the City
• Ensures compliance with all Federal, State, County, City and other applicable public health environmental and safety standards
• Addresses citizens’ concerns or complaints and takes appropriate action to ensure citizen satisfaction and a timely resolution of issues
• Works closely with other division supervisors to manage, coach and mentor as well as to promote positive work attitudes within the department, and maximize teamwork and cooperation by all departmental employees and, in coordinating with Human Resources, develops procedures for the Parks, Recreation and Golf departments
• Communicates and coordinates regularly with appropriate departmental staff and organizational peers to maximize the efficiency and effectiveness of inter and intradepartmental activities
• Respects the opinions of others and demonstrates a positive relationship with employees and co-workers
• Performs other related duties as required
Specialized Knowledge
• Current Idaho Class D Driver’s License
• Park and golf course maintenance, operations, planning, development, and construction
• Recreation program development, coordination, management, and evaluation
• Operation and maintenance of heavy equipment, power equipment, groundskeeping equipment, and other specialized tools and equipment used in parks and golf course maintenance, operation, and construction
• Knowledge of herbicide and pesticide spray technology and regulatory requirements
• Principles and methods of risk management, including facility design, current regulations and standards, playground safety, equipment safety, training, and staff practices
• Knowledge and skills in municipal budgeting practices for both general and enterprise funds. Ability to analyze fee structures and implement revenue enhancing measures.

Acceptable Experience, Education and Training
• Bachelor’s degree in Park and Recreation Administration or a related field and at least 10 years of progressive experience in the Parks and Recreation field. A Certified Park and Recreation Professional (CPRP) status is preferred OR any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the position functions
