Description
The position is grant funded for four years and will conclude at the end of that funding. Incumbent provides leadership and coordination for all phases of planning and implementation of the City of Bloomington’s contribution to the College and Community Collaboration (CCC) Grant, which is funded by the Lilly Endowment Inc. and supports a partnership between Indiana University, the Mill, and the City of Bloomington. Projects range in scope and support public art, placemaking, wayfinding, and the built environment within and surrounding the Trades District. This position works in collaboration with many departments, commissions, outside partners, and vendors to ensure that project objectives, budgets, and deadlines are met, and that projects are completed to City of Bloomington standards. Incumbent serves as point person for all contractors and internal stakeholders as well as a range of boards and commissions. Projects can be highly visible community projects and have a large variety of stakeholders with individual political, economic, and neighborhood agendas.
Duties
Essential (primary)
Manages a large and complex multi-year grant project from start to finish, ensuring on time completion within budget and meeting the objectives and goals of the grant.
Collaborates with internal partners at the City of Bloomington Planning, Engineering, and Public Works Departments, among others, to ensure proper execution of grant-funded projects.
Collaborates with external partners at Indiana University, the Mill, and contractors. Interfaces with IU regarding the installation of public art pieces that are fabricated by IU for installation by the City in the Trades District.
Drafts RFQs, RFPs and obtains necessary quotes to ensure competitive bidding for projects including improvements to physical infrastructure or installation of public art.
Initiates, negotiates, and manages consultant contracts. Approves payment applications and ensures documentation is correct.
Ensures compliance with City standards and processes and completion of design and environmental reviews, right-of-way and permit acquisition, and other work as well as necessary approvals from Boards & Commissions.
Coordinates bidding and contract awards, supervises construction, and monitors project closeout.
Creates and monitors budget and financials in collaboration with the Director of Economic & Sustainable Development and the Office of the Controller.
Schedules and coordinates activities between various parties, planning and developing projects, and negotiating contracts and schedules. Leads interdepartmental coordination and communication with consultants.
Prepares and conducts briefings and presentations on projects and controversial issues to City staff and City Council, boards and commissions, community and neighborhood groups, and other parties.
Works with communications and public engagement staff throughout the City to execute the public outreach process.
Non-Essential (secondary)
Serves as the City representative with outside agencies, special interest groups, and the public as related to the CCC grant.
Job Requirements
A minimum of three years of project or construction management or related experience, preferably in a governmental setting.
Knowledge of laws, rules, regulations and codes applicable to public works construction and general construction industry standards and practices.
Ability to articulate project changes, disputes, and unforeseen conditions to contractors, City staff, City Council, relevant boards, and the public as needed.
Ability to use a proactive approach to problem solving.
Proficient in the use of office technology and software such as Microsoft Office, Google Workspace, etc. Experience with project management software preferred.
Difficulty of Work and Personal Work Relationship
Incumbent performs most duties in a modern office environment with no unusual physical demands. Field work entails exposure to all types of weather and active or hazardous construction sites.
Incumbent maintains regular contact with ESD Director and staff, Engineering staff, Planning & Transportation staff, Utilities staff, the Office of the Mayor, other City employees, contractors, consultants, elected and appointed officials, and members and organizations of the general public for a variety of purposes.
Incumbent needs the ability to exercise sound judgment and discretion in communications and interactions with City officials, contractors, consultants, and the general public in a tactful and courteous manner and present a positive image for the City during varied situations and circumstances. In addition the incumbents needs the ability to communicate clearly and concisely, orally and in written briefings and reports.
