Essential (primary)
Oversees Natural Resources Area and programs including revenue, expenses, and payroll, determines area goals and objectives and evaluates all programs and activities. Assesses natural resource management, and outdoor recreational needs of the community. Develops, prepares and submits proposals for programs, activities and management practices to the Operations & Development Director.
Organizes and implements natural resource activities, including recreation, education and restoration activities involving buildings, facilities, natural areas, transportation, materials, equipment, supplies and staff. Works to form partnerships with community groups to achieve area goals. Manages and supervises activities as liaison for user groups in the natural areas, including Griffy Lake and Wapehani Mountain Bike Park.
Evaluates condition of BPR-managed natural areas, and associated facilities. Works with Operations Superintendent and staff to ensure necessary maintenance and restoration activities are performed as needed. Submits work requests as needed. Coordinates Natural Resource management activities with local, state, federal and non-profit agencies, including formulation of management plans, and obtaining grant funds for special projects. Prepares and submits annual budget requests to the Operations & Development Director and administers budget upon approval.
Maintains records and files for a variety of activities, prepares and submits monthly activity reports to the Operations & Development Director on a regular basis. Responsible for inventory of equipment, materials and supplies. Submits requisitions and authorizes claims as needed.
Trains, supervises, and evaluates area staff and contractual employees in the areas of natural resource management, outdoor recreation, environmental education, special events and other specialized recreational services.
Represents Bloomington Parks and Recreation in citywide planning efforts, including implementation of the Bloomington Alternative Transportation and Greenways Plan and the Development Review Committee.
Coordinates with the Community Relations Manager the preparation of news releases, educational brochures and other outreach material associated with natural resource protection and related outdoor recreation programs.
Serves as Bloomington Parks and Recreation representative to the Bloomington Bicycle and Pedestrian Safety Commission.
Attends various community events and meetings to promote natural resource appreciation and protection.
Travels to regional, state, and national meetings and professional training programs.
Performs related duties as required.
Develops GIS inventories of park land and trails.
Receives and investigates public complaints pertaining to the Natural Resources Division, and initiates appropriate action to resolve valid complaints.
Takes all reasonable steps to maintain a safe work environment.
Attends required departmental staff/team meetings.
Job Requirements
Bachelor’s degree in natural resources management or related field, or equivalent knowledge, skills, and abilities to perform the essential duties of the position.
Minimum experience equivalent to over three years.
Knowledge of the full range of theories and principles accepted in the field of recreation, as it applies to natural resource management, and the ability to apply such knowledge to meet the recreational needs of the community.
Knowledge of natural resources and municipal government functions and ability to direct Natural Resources Area programs, staff and volunteers consistent with department goals.
Knowledge of, and ability to prepare, grant proposals and annual budget requests, and ability to administer upon approval.
Ability to obtain American Red Cross First Aid/CPR instructor certification.
Ability to legally operate department vehicles and obtain a valid Indiana Driver’s License.
Difficulty of Work and Personal Work Relationship
Performs duties that are broad in scope and will have long-term effects on quality of life in the community. Decisions made will require careful consideration of complex variables and their potential interrelationships.
Requires flexible schedule including weekends, holidays, longer hours seasonally, and remaining on call. Frequent evenings and weekends are required.
A considerable amount of physical effort may be required to accomplish assigned job duties.
Maintains frequent contact with co-workers to ensure effective operation of Natural Resource programs. Maintains contact with community boards, commissions and members of the public on a wide variety of issues.
