Primary Objective

The City of Bloomington is seeking an individual to manage all aspects of the $11 million Public Health division budget which includes 70% grant and contract funding and partnerships with the cities of Edina and Richfield. This position oversees the Public Health division’s state and federal grants and internal City budget and Opioid Settlement Fund. This role collaborates with staff at all levels across the organization to meet grant deliverables and budgets and ensure fiscal accountability.

Examples of Duties

Grant Administration

  • Collaboratively develop grant budgets that align with grant work plans
  • Prepare and submit grant budget reports in a timely manner
  • Attend meetings with grant administrators to ensure understanding of and adherence to grant budget and agreement requirements
  • Prepare reimbursement invoices, obtain approval from project managers, submit to funders, enter billing invoices, and ensure collection
  • Point of contact with grant provider for fiscal compliance, budgets and invoicing

Annual City Budget

  • Assist in preparation, analysis, discussion, and formulation of annual Public Health division budget
  • Play a key role in the presentation and review of budget with Finance, City Manager, and City Council.

Grant Compliance

  • Ensure compliance with grant regulations and guidelines
  • Coordinate with external auditors during annual audits
  • Prepare intergovernmental audit schedule for Public Health
  • Complete General Ledger reviews for grant providers
  • Reconcile and maintain grant documentation

Financial Analysis and Reporting

  • Prepare quarterly reports demonstrating actual spending versus expected spending
  • Evaluate budgets to find opportunities to maximize staffing and spending
  • Complete various Public Health specific reports
  • Analyze financial data, identify trends, and forecast financial outcomes

Collaboration and Communication

  • Provide financial consulting, training and support to each Public Health program area
  • Develop and maintain good working relationships with internal and external clients
  • Clearly convey complex financial information to stakeholders

Opioid Settlement Fund

  • Review and implement based of settlement guidelines
  • Develop annual budget
  • Track and record payments
  • Support required annual reporting
  • Allocate costs and monitor contracts with Edina and Richfield
  • Maintain financial documentation on SharePoint site

Financial Accounting

  • Tyler Technologies Enterprise Resource Planning (ERP) subject matter expert
  • Maintain time entry activities for payroll project tracking
  • Set up projects in ERP software for Public Health
  • Perform testing prior to ERP upgrades
  • Analyze revenue sources and outstanding accounts receivable
  • Enter journal entries in ERP software
  • Comply with Generally Accepted Accounting Principles
  • Manage monthly and year end closing activities

Knowledge, Skills, & Abilities Required

  • Ability to ensure work assignments are successfully completed and quality of work maintained
  • Possesses awareness, understanding and ability to implement new government accounting standards
  • Ability to set correct priorities in managing workload
  • Ability to provide quality input into the development of the annual financial report and annual budget
  • Ability to communicate effectively, both orally and in writing

Minimum/Desirable Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Accounting, Finance, Business Administration, or closely related field
  • Two years accounting work experience, within last three years
  • Experience working with computerized financial systems and spreadsheet applications
  • Intermediate Microsoft Excel skills

Desirable Qualifications

  • Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO)
  • Governmental budget preparation work experience
  • Work experience with monthly and/or annual reconciliations
  • Knowledge of GAAP and governmental accounting standards
  • Work experience with grants
  • Work experience creating, entering journal entries
  • Work experience with a computerized General Ledger system
  • Governmental accounting experience
  • Work experience preparing an Annual Comprehensive Financial Report (ACFR)

Anticipated Hiring Range: $84,754 – $89,895 Annually

2025 Full Salary Range: $84,754 – $112,986 Annually
