This person will assist the Planning Manager in administering the Planning Division’s preparation of long-range plans, review of development proposals, updating of City Codes, responding to customer inquiries, and making professional and effective recommendations on planning projects to Commissions, the City Council, and others to ensure orderly, positive, and effective development consistent with City plans and policies.

- Under the direction of the Planning Manager, assists in developing city policies, procedures, processes and standards related to planning, land use, zoning and community development for consideration by senior staff, the Planning Commission and the City Council
- Prepares and manages projects and processes to update or create long range plans and City Codes
- Meets with developers, citizens, Planning Commissioners and other interested parties to explain projects and plans
- Responds to questions on interpretation of plans, projects, and ordinances
- Provides supervision, training, support and development to staff members as assigned
- Prepares or supervises preparation of comprehensive reports as required on all aspects of plans for presentation to citizen groups, commissions, and the Council
- Maintains contact with a wide variety of other jurisdictions and area, county, regional, statewide and federal agencies to communicate Bloomington’s plans and to ensure that Bloomington’s interests are being considered by others
- Keeps abreast of new developments in the field of planning as they affect Bloomington to ensure current and sound planning projects in the area of accountability
- May act as Planning Manager in Planning Manager’s absence
- Performs related work as apparent or assigned
- Attends Planning Commission, City Council, and other advisory boards or commission meetings as needed to represent the Planning Division

- Ability to supervise and support the work of others

- Recommendations are comprehensive and complete, and are effectively presented to citizens, commissions, the Council and other agencies
- Ability to ensure assigned projects are completed on schedule and within budget
- Feedback indicates a positive relationship between the Planning Supervisor and those individuals supervised
- Ability to ensure subordinates clearly understand their responsibilities and performance standards
- Keeps up to date and complies with administrative policies and procedures
MINIMUM QUALIFICATIONS
- Bachelor’s degree in urban planning or closely related field
- Four years work experience in urban planning
- Valid driver’s license
- Knowledge of urban planning practices
DESIRABLE QUALIFICATIONS
- Master’s degree in urban planning or closely related field
- Work experience involving project management
- Working knowledge of Bloomington City Codes and Long Range Plans
- Additional work experience in urban planning
- Supervisory experience

Anticipated Hiring Range: $101,103 – $107,260 Annually
2025 Full Salary Range: $101,103 – $134,787 Annually
Full-Time; Exempt; Non-Union; Benefits Eligible
