The City of Bloomington Public Health Division is seeking an individual to lead our efforts in preventing substance use, support mental wellbeing and engaging in policy-level work in the Bloomington, Edina, and Richfield (BER) communities while engaging the community in promoting, protecting and improving the health of all. Allows staff to grow and succeed by providing opportunities for increased responsibility and creating a positive work cultureSupports and advances organizational development efforts such as developing a high performing organization, employee engagement, workforce development, inclusion and equity, and performance measurement effortsWorks cooperatively with others; develops and maintains respectful and effective working relationships with diverse coworkers and community members; consistently brings a high level of self-awareness and empathy to all personal interactionsProactively resolves conflicts and misunderstandings in order to ensure a respectful and inclusive workplaceSeeks to understand the legacy of structural racism, and its impact on employees and the residents we serve; identifies any implications and adverse equity impacts when developing or reviewing policies, projects, activities and interactions with stakeholdersEmbraces the City's shared values and contributes towards accomplishing the City's vision and goals by being creative, innovative, continuously learning, and communicating clearlyRESPONSIBILITIESSupervise substance use prevention, wellbeing and policy teamOversee implementation of community-based substance use prevention and mental wellbeing initiativesOversee the implementation of existing health in all policy programDevelop and manage program work plans, budgets and reporting ensuring fiscal monitoring and compliance with funding requirementsCollaborate with Communications staff as a subject matter expert to develop content for health materialsCollaborate with internal and external stakeholders, community partners and local organizations to achieve programmatic outcomes and impactCollaborate with internal and external partners to facilitate community outreach and educationAnalyze and monitor community risk factors, providing regular reports based on program effectiveness and feedback to develop recommendations that enhance program outcomes and impactsStay informed about emerging trends and best practices in community resilience, integrating innovative approaches into program development

EXAMPLE OF DUTIES
Supervises Substance Use/Mental Health Team (40%)Organizational Competencies: Leadership, Supervision, Work Plan ManagementSupervises, guides, and instructs the work assignments of staff on the Substance Use/Mental Health teamMonitors annual work plans and provides regular reporting to funders as outlined in grant requirementsManages compliance with all related grant duties on an ongoing basisOversees performing, planning, development, and implementation of all Public Health Division initiatives related to substance use, mental wellbeing and health in all policiesParticipates in new funding kick-off meetings to ensure internal processes are followed to implement new funding in SUMH workWorks closely with various departmental staff and partners in the three communities of Bloomington, Edina, and Richfield to develop a vision and action plan for substance use prevention and treatmentSupports a shared planning and decision-making process with community members to accomplish Division goalsServes as a resource to the Division and community partners on substance use and preventionProject Management (30%)Assessment & Surveillance, Policy Development & SupportContributes to and conducts stakeholder assessments to inform substance use prevention workUses public health data to identify health problems and disparities in the community and to guide public health planning, policy, and decision-makingInforms, develops, and implements policies and programs on current and emerging issues with a health equity lensStays informed about current substance use trends, policies, and best practicesTeam Support (30%)Accountability & Performance Management, Organizational Competencies – Workforce Development, EquityProvides technical assistance on relevant projects within the division to support the performance management system and a culture of continuous quality improvementSupports employee engagement, inclusion, equity, and performance measurement efforts in the divisionDevelops, supports, and models a collaborative and productive workplace culture based on respect, dignity, honesty, and integrity.
