JOB DESCRIPTION
Job Summary
Reporting to the City Board of Directors and under administrative direction of the City Manager, the City Treasurer directs and supervises accounting staff and the overall operation of the Finance and Utility Billing Departments, including payroll, receivables and payables, retirement pensions, customer service operations, monitors cash flow and directs the receipts, deposits, and investments of all City monies. Monitors expenditures and budget condition. Addresses complaints and resolves accounting and finance issues. Manages preparation of department budgets, bonds, statements, and reports on the financial affairs to City Board and the City Manager. Monitors expenditures and budget condition.

- Establishes internal controls and guidelines for accounting transactions and budget preparation.
- Oversees preparation of business activity reports, financial forecasts, and annual budgets.
- Oversees the production of periodic financial reports; ensures that the reported results comply with generally accepted accounting principles or financial reporting standards.
- Audits accounts to ensure compliance with state and federal regulations; coordinates with outside auditors and provides needed information for the annual external audit.
- Presents recommendations to management on short- and long-term financial objectives and policies.
- Provides financial analysis with an emphasis on capital investments, pricing decisions, and contract negotiations.
- Ensures compliance with local, state, and federal government requirements.
- Performs other related duties as necessary or assigned.
Required Skills / Abilities

- Proficient in accounting software.
- Proficient in Microsoft Office Suite or similar software.
- Knowledge of West Virginia municipal filing requirements.
- Grant administration experience.
- Knowledge of State and Federal funding requirements.
Work Environment

While performing the duties of this job, the employee is regularly required to use hands and fingers to handle, feel, or operate objects, tools or controls, and reach with hands and arms. The employee is required to stand, talk and hear. There are prolonged periods sitting at a desk and working on a computer. Must be able to lift up to 15 pounds at times.
Position Type/Expected Hours of Work
This is a full-time, exempt position. Days and hours of work are generally Monday through Friday, 8:00 a.m. to 4:30 p.m., however, additional hours may be required.
Travel
Could have local travel to various work sites and travel for personal education.
Education and Experience
- Bachelor’s degree in accounting or business administration required.
- Eight years or more of related experience required.
- Certified Public Accountant designation preferred.

Compensation
The pay rate is between $75,000 and $95,000, however payrate will be commiserate with experience and certifications.
