Summary Statement
The City of Boise is looking for a Human Resources Business Partner to support our Policy External Affairs teams, including our Planning and Development Services, City Clerk, and Legal departments. You'll collaborate directly with leaders, creating HR strategies to drive meaningful change and help shape Boise's future. The HRBP is a consultant supporting departments, leadership, and staff and providing expertise in human resources. HRBP builds and maintains working relationships with leadership and employees to guide various human resources and business-related issues. This position works under limited supervision.
Essential Functions
- Participates in operational meetings, business reviews, and team building for assigned departments. Supports organizational initiatives in partnership with senior leaders. Works with city leadership and other teams to develop and implement solutions, programs, and / or policies.
- Provides guidance to management and employees regarding city policies, procedures and programs and federal and state employment laws. Facilitates human resources processes across departments.
- Partners with human resources teams to support employee development. Manages and resolves employee relations issues by conducting effective, thorough and objective investigations.
- Maintains knowledge of legal requirements related to the day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Ensures that the performance management standards set by the organization are followed and administered with fidelity.
- Ensures existing and new job descriptions are accurately written. Analyzes human resources metrics to identify business opportunities. Provides guidance and input on business unit restructuring, workforce planning, and succession planning.

Requirements
Bachelor's degree in human resources, business management, public administration, or a related discipline with four years of experience managing multiple aspects of employee relations, organizational development, recruiting and / or compensation and benefits, or an equivalent combination of education and / or experience.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
Master's degree in human resources, business management or a related field and six years of experience with increasing responsibility in human resources with a professional or senior certification in human resources such as PHR / SPHR or SHRM-CP / SHRM-SCP.
Licensing And Other Requirements
Valid state-issued driver's license.
