Job Description Summary:
Under general supervision, in cooperation with the community and acting with a high level of integrity, enforces the City's nuisance code ordinances, communicates effectively with members of the public and other City employees, performs related administrative and technical functions, and performs other duties as required.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Enforces the City's nuisance code ordinances, which include weed control, refuse removal, snow removal, wood burning, pesticides, and smoking in public places.
This includes the following:
- Patrols City streets and responds to complaints of violations.
- Responds to calls through the use of the Police dispatch system.
- Researches files to locate property owners, managers, and agents.
- Investigates alleged violations of city code.
- Issues warning and summonses as necessary.
- Performs follow-up inspections to ensure compliance.
- When enforcing the City’s regulations, follow established departmental procedures and guidelines.
Maintains records and coordinates with other departments to ensure proper disposition of cases. Compiles evidence, writes reports, and consults with the City Attorney's Office. Testifies in court as required.
Performs administrative functions for the code enforcement function.
This includes the following:
- Utilizes a computer system to monitor the progress of complaints and to follow up on complaints.
- Researches files and records to locate property owners, managers, and agents to verify ownership, permit history, and previous enforcement violations.
- Coordinates work schedules and enforcement duties with other City and County departments.
Conducts day-to-day operations and resolves enforcement activities.
Performs related duties as required by management to meet the needs of the City.
Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment.
MINIMUM QUALIFICATIONS
- Must be 18 years or older.
- Ability to demonstrate verbal and written communication skills.
- Ability to understand and apply municipal codes and regulations.
- Ability to demonstrate problem-solving skills.
- Ability to demonstrate sound judgment and work tactfully and effectively with the public in difficult situations.
- Ability to demonstrate good organizational skills.
- Ability and willingness to work evenings and weekends, including appearing in court to testify on the employee’s day off.
- Valid Driver’s License and ability to maintain an acceptable motor vehicle record.
- Have maintained acceptable background information, including criminal conviction history.
PREFERRED QUALIFICATIONS
- Bachelor’s degree from an accredited college or university in Criminal Justice, Sociology, Psychology, Social Sciences, Public Administration, or a related field.
- Experience working with municipal government functions and processes.
- Previous related enforcement experience.
- Experience with conflict resolution.
- Experience with computers and office software applications.
- Knowledge of the Boulder area and community, as well as the geographic layout of the City of Boulder.
- Bilingual skills in English/Spanish.
- Hiring preference may be given to in-state candidates.
REQUIRED EDUCATION AND EXPERIENCE
- High school diploma or equivalent.
- State certification or can obtain certification as a code enforcement official through the Colorado Association of Code Enforcement Officials.
BACKGROUND INFORMATION
Demonstrated personal and professional honesty, integrity, and sound judgment as shown in the applicant’s criminal history, background, motor vehicle record, and use of drugs and alcohol. Preference will be given to applicants who have no history of use, sale or possession of illegal substances. A polygraph or Computer Voice Stress Analyzer is used to verify applicant information. Before employment, successful applicants are required to submit to a drug test. Some positions will also need medical and/or psychological testing before employment.

WORKING CONDITIONS
Physical Demands and Mental Effort: Occasional sitting to perform office tasks and patrol for code violations. Able to consistently hear and communicate via phone and two-way radio systems.
Work Environment: Work outdoors and indoors with frequent exposure to extreme temperatures. Work is performed year-round with occasional exposure to wet/humid conditions, loud noise, dust, fumes, mist, and chemicals,
Machines and Equipment used: Frequently uses standard office equipment, including multi-line telephone, personal computer, copy/fax machines, calculator, and department vehicle. Mobile and portable radio systems and computer systems are used to communicate with Dispatch and Code Enforcement Officers. Operates a patrol vehicle.
