Job Description Summary:
The Court Navigator will provide entry-level case management work. Employees perform under the supervision of the Court Navigation Manager and spend considerable time learning the procedures and operations of the Municipal Court. Will assist homeless defendants in accessing resources appropriate to their circumstances by interviewing clients, identifying resources appropriate to their circumstances, acting as a liaison with service providers, and documenting referrals and outcomes.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Connects clients that meet the Community Court program requirements with service providers. This includes the following:
- Utilizes case management processes in compliance with regulatory and company policies and procedures.
- Provides outreach services and refers clients to appropriate services
- Collaborates with supervisor and other key stakeholders
- Utilizes motivational interviewing skills to ensure maximum member engagement
- Provide outreach services, meet clients in the community including homeless shelter, resource centers, jail, and other public places
- Assists clients with navigating systems that require communicating with other government agencies such as court personnel, social services, and probation officers.
- Acts as liaison to assure accurate information is provided to judges, attorneys, defendants, service providers, families and victims.
- Explores and builds a knowledge base of resources for the clients meeting Community Court program requirements.
- Builds a strong and effective relationship with the Day Services Center for the homeless and other affiliates.
- Attends meetings and trainings as assigned.
- Based on referrals from court, conducts VI-SPDAT(, also known as the OneHome assessment,) of vulnerable clients, and assists in completion of the multiple forms required to enter homeless defendants into the lottery for housing.
- Applies appropriate screening tools and assessments to determine eligibility and suitability for various known resources and provide sentencing recommendations as appropriate.
- Verifies representations made by defendants regarding residential, employment, and other information.
MINIMUM QUALIFICATIONS
- Ability to establish effective working relationships within the court and the community.
- Ability to handle multiple tasks simultaneously, to work independently and manage a substantial caseload.
- Ability to acquire and maintain Colorado Bureau of Investigation operator security number.
- Skills in excellent written and verbal communication, including the ability to be patient yet able to set appropriate limits.
- Skills in strong organization, effective and efficient time management, and excellent customer service skills within a position with inherent conflict.
- Skills in communicating with diverse populations.
- Valid driver's license and ability to maintain an acceptable motor vehicle record.
- Have and maintain acceptable background information, including criminal history.
PREFERRED QUALIFICATIONS
- Ability to work effectively with community groups on potentially sensitive issues.
- Ability to exercise excellent judgment, tact, discretion, confidentiality, diplomacy, and imagination as the situation requires.
- Ability to connect with individuals with diverse backgrounds, including the ability to build trust and motivate change.
- Knowledge of and previous experience as a case manager, probation officer, or other similar experience.
- Knowledge of a language other than English. Bilingual Spanish/English.
- Knowledge and experience with using computers and word processing.
- Knowledge of or proficiency in interacting successfully with homeless individuals.
- Knowledge of and experience with a variety of screening tools, such as the Vulnerability Index.
- Knowledge of family theory and therapy principles, homeless issues, adolescent issues, court procedures, basic legal principles of criminal law, sentencing options, interviewing and intervention techniques, addictive behavior, and treatment community referral sources.
- Knowledge of and experience with NCIC/CCIC.
- Knowledge and experience in de-escalation and crisis intervention.
REQUIRED EDUCATION AND EXPERIENCE
- Bachelor’s degree in Social Work, Sociology, Psychology, Criminal Justice or related field.
- Two (2) years of experience in a related field.
- An equivalent of eight (8) years of experience in a related field may substitute for the education requirement.

WORKING CONDITIONS
- Physical and mental effort: Will meet with clients in the community. Frequently standing, walking and sitting. Handling of objects weighing up to 10 pounds, and up to 50 pounds.
- Work environment: Office environment. Travel to and from meetings and business locations.
- Machines and equipment used: Utilizes city-owned laptop.
