Job Description Summary:
Under general direction of the IT Applications Senior Manager, the Applications Administrator I works in partnership with the IT Applications Administrator Senior, the City of Boulder’s Utility Billing team, and department financial staff to provide technical support, process support and applications development duties related to implementing, maintaining, enhancing and integrating the Utilities Department’s billing systems applications.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Departmental Applications. Responsible for understanding and supporting department billing applications associated with utility billing, meter reading, check scanning software and backflow portal. In collaboration with IT Applications Administrator Senior, Water Quality and Innovation and Technology this position:
  • Researches, analyzes, tests, documents, and supports use of all components of new and existing applications using state of the art tools, frameworks, techniques, and relational databases.
  • Works closely with department staff and internal stakeholders to prototype, test, and validate the functionality of Boulder’s unique billing system environment.
  • Participates in the installation and upgrading of hardware, software, and supports technical consultation for software packages.
  • Supports maintenance, troubleshooting, diagnosing, and fixing bugs and/or works with software vendors for bugs and malfunctions.
  • Analyzes and reviews application data schemas to support reporting and business intelligence functions.
  • Acts as the secondary point of contact for support and maintenance of issues and enhancements.
  • Provides training for users and co-workers on applications.
Application Development Support. Assists Senior Applications Administrator with design, development, testing, implementation and supports desktop and web based relational database applications
  • Documents application code, processes and procedures.
  • Works closely with users to prototype, test, and validate the functionality of developed applications.
  • Supports the installation of hardware, software, and performs technical consulting with users and vendors for package system installations.
  • Assists with database administration functions including designing and implementing applications schema and structures, user rights, maintenance, log analysis and software upgrades.
Data Analytics and Governance. Performs work focused on meeting the information needs of knowledge workers in the organization. This includes, but is not limited to the following:
  • Collaborates with department staff to gather information needs requirements, including but not limited to aging accounts, billing reports for all customer classes.
  • Understands complex relationships between different aspects and areas of the business.
  • Uses software tools to organize and present information.
Other. This includes, but is not limited to the following:
  • Performs related duties as required to meet the needs of the City.
  • Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to City property.
  • Responsible for knowing and complying with all City and department policies; and adhering to attendance and workplace attire policies.
  • Provides technical assistance and information to co-workers, users from other City departments, and outside individuals, on the City's technical environment, architecture, computer systems, and applications.
MINIMUM QUALIFICATIONS

  • Ability to participate as a member of the Information Services team in primary support of the Utilities Billing Team, among others, supporting the efforts of a customer service-oriented organization, and works in a collaborative manner to foster teamwork, coordination, and financial and analytical support across the city organization.
  • Ability to provide excellent customer service. Patient with people and processes and models professional maturity in dealing with all people. Is empathetic and socially perceptive, modeling consideration and tact while maintaining focus on tasks at hand.
  • Ability to work effectively on a team and individually to perform work in an accurate and efficient manner and following standard procedures. Is dependable, reliable, meets deadlines, and is able to adapt to changing priorities and evolving approaches.
  • Ability to work independently, under pressure, with minimal supervision to meet deadlines.
  • Knowledge of and highly skilled and proficient at operation of utility billing applications and associated software. Thinks strategically about long-term effects of program and project development and implementation and anticipates future consequences of current approaches and decisions in using technical advances and innovative approaches. Able to exercise initiative, judgment, and decision-making in solving problems and meeting organizational objectives. Skilled at performing data analyses, managing software and modeling applications, and problem solving.
  • Skill in and experience and competency as an application support administrator.
  • Skill in and experience with Microsoft SQL databases, SQL scripting, XML and database tools.
  • Valid Driver’s License and ability to maintain an acceptable motor vehicle record.
  • Have and maintain acceptable background information, including criminal conviction history.
PREFERRED QUALIFICATIONS
  • Knowledge of and experience with utility billing systems, payment portals, customer engagement portals, meter reading software, business intelligence and other related systems.
  • Knowledge of and experience with various phases of applications support lifecycle, including systems analysis, implementation, quality assurance, security and maintenance.
  • Skill in and significant experience with PowerShell, Azure, and Power BI
REQUIRED EDUCATION AND EXPERIENCE
  • Bachelors Degree in computer science, business, or related field.
  • Two (2) years experience and competency as an application support as an administrator, developer, architect or comparable role.
  • Two (2) years progressively responsible experience in application support or business systems analysis.

WORKING CONDITIONS AND REQUIREMENTS
  • Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines and changing priorities and conditions.
  • Work Environment: Works primarily in a home or an office environment. Works in a setting subject to continuous interruptions and background noises.
  • Machines and Equipment Used: Frequently uses standard office equipment including personal computers, headsets, calculators, copy machines, and printers.
